Biography
Tshisekedi obtains its diploma of Doctor in right to the university Lovanium of Kinshasa in 1961, becoming thus the first graduate in Right of Congo. Already in 1960, he is member of the Collège of the general Police chiefs, provisional government set up by Joseph Mobutu after a coup d'etat, as an assistant of the police chief to Justice, Marcel Lihau. Between 1961 and 1965, Dr. Etienne Tshisekedi is the Vice-chancellor of the National school of Right and Administration (ENDA). He takes part in the Congolese government and becomes and usual business Minister of Interior Department of President Joseph-Desired Mobutu in 1965. He takes share with the drafting of the Congolese Constitution of 1967. This same year, with the conclave of Nsele, Tshisekedi writes, with Mobutu, Justin Bomboko and Singa Udjuu, the Manifeste of Nsele, thus creating the Popular movement of the Revolution. In 1982, Tshisekedi takes part in the foundation of the UDPS. Following that it makes several times the prison and will undergo an oppression with the other founders, some will find even death.
Tshisekedi reaches first once the post of Prime Minister for the President Mobutu Sese Seko Kuku Ngbendu Waza Banga between the September 29th and on November 1st 1991.
At the time of the period of political instability to the beginning of the year 1990, Zaire sets up a sovereign National conference charged to rectify the country. This national forum elects Tshisekedi Prime Minister the August 15th 1992.
One of the principal opponents of the country, Tshisekedi cannot conclude its mission of handing-over on foot of the country: the Westerners prefer to him Kengo wa Dondo and Mobutu hates it. Against the resolutions of the National conference, Mobutu dislocates Tshisekedi of its post of Prime Minister the February 5th 1993.
After the fall of Mobutu and Zaire, and before the takeover of Laurent-Desired Kabila, Tshisekedi benefits from the political vacuum to become again Prime Minister for the 2 to the April 9th 1997.
He will refuse to enter the government of Laurent-Desired Kabila in 1997 and the Transition government in 2003. He is since 1997 with UDPS with the head of a nonviolent movement of opposition, having been with various recoveries the instigator of demonstrations, and at the origin of the boycott, with little success, of the referendum of December 18th, 2005 on the constitution of a Third republic.
