Ernest Nestor Roume is a former General governor of the Africa Occidentale French (AOF).

Africa

  • 1902 : It is named General governor Africa Occidentale French (AOF). It will be the first to live the Palate of Gourverneur (currently the Palate of the Republic) of Dakar. It moves the central administration of the AOF of Saint-Louis to Dakar but the seat of the Gouvernement of the Senegal remains in Saint-Louis. It is under its governorship that the idea of the Federation of the colony S with a centralized budget and a general Gouverneur extremely will take all its direction. It obtains the first credit line allocated with the economic development of the colonies. Called the architect of the AOF, it is interested in construction of the railway network.

  • 1903 : It ratifies the choice of Koulouba by De Trentinian to build there the seat of the government of the French Sudan (Mali).

It replaces the " Service topographique" by the " Service géographique" A.O.F

First school system of the public type for the whole of the AOF then the AEF (1911):

  • the school of village (or school of first degree): levels C.P. and E.C., (French language, hygiene and calculation)
  • the regional school: level C.M.
  • the urban school: programs of the metropolis sanctioned by a diploma, the Certificate of primary Studies.
  • federal schools: form the “auxiliary” technicians and frameworks

  • 1904 : It transforms the stopover of Thiès into a Mixed Commune of First Degree.

Creation of the zootechnical service and epizooties, charged to direct and coordinate the overall studies having milked with the breeding and the pathology of the cattle.

He refuses to carry out a Recensement A.O.F according to the received instructions because the method is impracticable: impossible to know all the races or ethnos groups as well as the religions. For him, " race" and " tribu" are two different things, and only the censuses " are not needed; the same tribes like tribes, sometimes like races" carry sometimes; …

  • 1907 : it agrees to take, Auguste Brunet, as General secretary except framework. But it specifies: “It must be clearly understood that he will not exert indeed the positions of General secretary, and that in particular, he will not be entitled any to possibly exert the functions of temporary lieutenant-governor”… He will finally recommend it for a promotion.

  • 1908 : He falls ill and returns to France. It its is protected, William Ponty which brilliantly will succeed to him.

Indo-China

  • 1916 : It grants the appropriations necessary for the installation of the station of altitude of Dankia to Dalat.

Air France

  • 1933 - 1935: former president d' Air the East, he becomes president of the national airline company Air France
