Eric Halphen

Eric Halphen (born on October 5th, 1959 with Clichy) is a Magistrat French. Judge anti-corruption, it in particular informed the Affaire of the HLM of Paris and the Affaire of the HLM of the Hauts-de-Seine to the Court of Bankruptcy of Creteil. He is the cofounder of association Anticor.

The Business of the HLM of Paris

  • 1994 : Beginning of the business of the HLM of Paris. Halphen judge inquires starting from January 1994 into a network of forged invoices between Jean-Claude Méry and of the companies service providers for HLM of Paris (OPAC). Jean-Claude Méry, ex-member of the central committee of the RPR, is écroué in September 1994. The investigation is also directed towards the Hauts-de-Seine, of which the office of HLM (HLM of the Hauts-de-Seine) is directed by two close relations of Charles Pasqua, Didier Schuller and Patrick Balkany. In December 1994, Jean-Pierre Marshal, the proper father-in-law of Halphen judge, is stopped in Roissy whereas Didier Schuller gives a money case to him. It is acted in fact of an operation of destabilization of the judge of Creteil. Didier Schuller flees and will return from mare in 2002.

  • 1996 : Old the n° 2 of Opac, François Ciolina, denounces the work completed in the apartment in HLM of the son of Jean Tiberi. In June 1996, Halphen judge searches in the residence of the mayor of Paris. In the staircase, prevented by their hierarchy, the police officers refuse to assist it. They will be sanctioned.

  • 1999 : Setting in examination of Jean Tiberi for “complicity of trading of favors”. The mayor, be-qualities of owner of the Opac, defends to have made the least irregularity. In November 1999, the judge buckles his file.

  • 2000 : Le Monde publishes the posthumous consents of Jean-Claude Méry, filmed by the journalist Arnaud Hamelin in December 1995: “the Cassette Méry”. Eric Halphen starts again his investigation. “abracadabrantesque” president Chirac affirms on television.

  • 2001 : The judge of Creteil convenes Jacques Chirac like simple witness. In the Elysium, some speak then about “Forfaiture” and the president estimates that its function prohibits to him to go in the office of the judge. Halphen, after the new consents of Ciolina, will consider the loads “sufficient” to consider this time a setting in examination of Jacques Chirac. He will then declare inefficient with the profit of the High court of justice.

  • September 2001: the Chambre of the instruction estimates that the judge could not start again his file and cancels all the end of the procedure. Eric Halphen is deprived with the profit of the judge Armand Riberolles.

Setting of availability

In January 2002, Eric Halphen puts of availability of the Magistrature and intends himself for a literary and political career. He writes a book of remembering his career of examining magistrate (Seven years of loneliness) , then a detective novel and a collection of news on Rugby.

He engages then in policy by supporting the presidential candidate of Jean-Pierre Chevènement and is presented in the form of a candidate of the republican Pôle in the Essonne with the legislative elections of 2002. He moves away then from PR when Jean-Pierre Chevènement approaches the Droite souverainist. He created then a new party, the MARCH (Proclamation for a republican and social alternative), then adheres to the Mouvement Utopia Concretes Roland Castro.

At the beginning of 2007, it reinstated the magistrature but in a “sensitive” station less: “ It is clear that one has me affected neither with the instruction, nor with the financial businesses… ”.
