Engineer of public works of the State

The Engineer term of public works of State (ITPE) appoints the civils servant members of the body of the ITPE and informellement the qualified engineers of the National school of public works of the State (ENTPE). The ITPE, whose more modern denomination is " engineers of the durable installation of the territoires" , their activities in the five great fields practice which are civil engineering, transport, sciences of the buildings, town planning and the environment.

The qualified engineers of the ENTPE do not belong all to the body of the ITPE, since some exert their trade in the private sector, parapublic, or in territorial collectivity. A contrario, the members of the body of the ITPE are not all graduate of the ENTPE. All confused categories, there is close to: 8700 engineers of public works of the State, of which: 6800 in activity. Among them, approximately: 4500 are in station in the public office of State.

Technical body with interdepartmental vocation

The engineers of public works of the State, are civils servant of State who form the principal body of framing of the Ministry for the Equipment, Transport and Housing. These ITPE, pertaining to a body with interdepartmental vocation, carry on their activities in many French ministries (Ministère of Ecology, the Development and Installation durable, but also Ministère of Justice, the Foreign affairs, State education etc).

; Access modes to the body The ITPE can be former students of the ENTPE, but also of old technicians of category B of the ministries quoted previously having obtained a professional promotion. They can be recruited by:

  • external Contest of entry with the internal ENTPE
  • Competition of entry with the ENTPE
  • professional Examination opened to the high-level techniciens of the Equipment and with the controllers of public works of the State.
  • Short list for the high-level techniciens of the Equipment and with the controllers of public works of the State.
  • Competition based on title open to the holders of certain diplomas for the occupation of engineers or university

History of the body of the ITPE

The creation of the body of the ITPE is former to that of the ENTPE. It goes back to the beginning of:
  • 1804: Creation of the body of the section engineers of the Highways Departments
  • 1867: Creation of the rank of assistant engineer
  • 1891: Creation of a school of preparation to the contest of access
  • 1920: Creation of the rank of engineer of public works of the State
  • 1945: Creation of the exceptional class
  • 1953: Opening of the ENTPE in Paris
  • 1961: Creation of the rank of divisional
  • 1975: Transfer of the ENTPE to Vaulx-in-Vellum
  • 1979: Access to the administrative duties

Remuneration of the ITPE

Their remuneration is made up on the one hand fixed corresponding to the " category; A" public office, and of a variable, formerly named share " honoraires" (the current administrative term being ISS, or " Specific allowance of Service"), which corresponds to a premium being able to account for approximately 30% of total remuneration. Historically related to the volume of carried out work, " ISS" are from now on " lissées" by a national equalization.
