The Ems-Eastern was old a French department, corresponding to the historical area of Eastern Frise, and whose chief town was Aurich.

The department was divided into Arrondissement S and canton S:

The department was created on January 1st, 1811, following the annexation of the Royaume of Holland on July 9th, 1810.
