Emile Lahoud
The general Emile Lahoud (rear RTL اميللحود), born the January 12th 1936, is a politician of the Lebanon. He was president of the Republic November 24th 1998 with the November 23rd 2007. Maronite, he is the son of the general Jamil Lahoud (one of the chiefs of the movement for the independence of Lebanon) and was born from a Armenian mother . He was used for various stations of the army since 1959, including that of commander of the Lebanese Armée with 1989 with 1998.
Prolongation of mandate
At the conclusion of its six years mandate, in 2004, no consensus emerging to find to him of successor, the majority of the time planned to adopt an organic law prolonging its three years mandate, as that had been done for its predecessor Elias Hraoui. The United States seeing the insurance of the maintenance of the Syrian presence in Lebanon was opposed to it there, threatening to intervene militarily in the name of the Syria Accountability and Lebanese Sovereignty Restauration Act . Acting as mediator, France made adopt the resolution 1559 which, inter alia, “is declared favorable so that presidential elections (…) are held (…) apart from any interference or influences foreign”. Reacting with a nationalist reflex, the Parliament passed in addition to this injunction and adopted the organic law by 96 votes “for” (including Rafik Hariri and its group) and 29 votes “against”, i.e. with a majority much stronger than if there had not been the resolution 1559.
Polemics
For her partisans, Emile Lahoud reconstituted the Lebanese army at the conclusion of the civil war while placing it at the service of the State and not of communities or factions. It also articulated this national army, still badly equipped, with the military branches of the Hezbollah to constitute an effective defense. Its partisans do not admire it therefore for its rigor, its discretion and its incorruptibility.
For its detractors, it let last for ever the Syrian military presence desired by the Accord of Taëf, so that Lebanon a long time was under supervision of the mode militaro-police officer of the Syrian president Hafez el-Assad.
Its detractors also suspect it of being directly or indirectly implied in the assassination of its former Prime Minister Rafiq Hariri with whom it maintained the conflict relations. They support this charge by raising that, according to the Mehlis commission, the assassins have linked by telephone the secretariat of the commander of the presidential guard right after the attack. On the basis of this index, the commander of the presidential guard was stopped in September 2005 and is always imprisoned, even after being bleaches for the international commission of investigation.
Israeli operation of the summer 2006
Whereas president Lahoud was very disputed by the street during the period known as of the Révolution of the cedar, it is become again a popular personality after the Israeli military operation of the summer 2006. Many sees in him the man who saved the unit of the country in this difficult moment.
Contrary, it is boycotted by part of the international community which reproaches him for supporting in writing pad the Hezbollah and to be opposed to its disarmament.
Others
Contrary to what was one moment affirmed in the French press, president Emile Lahoud does not have family ties with Imad Lahoud, a protagonist of the Affaire Clearstream 2 (see communicated Presidency on " page; discussion").
