Elys3ee palace

The Elys3ee palace is the seat of the Présidence of the French Republic and the official residence of the President of the Republic since the II {{E}} République (1848 with 1851). It is located 55 Rue of the Suburb-Saint-Honore at Paris, in the 8 {{E}} district.

History

Between large the Street of the Suburb-Saint-Honore, then simple roadway leading to the village of Rolls, and the Great Course (Fields-Élysées), the Architecte Armand-Claude Mollet had a ground which it sold in 1718 with Louis Henri of the Tower of Auvergne, Count d' Évreux. The sale contract provided that Armand-Claude Mollet would be charged to build a hotel there, intended for the residence of the count d' Evreux.

Built and decorated between 1718 and 1722, the hotel was arranged according to the principles of architecture in vogue at the time. There remains one of the best examples of the traditional model . The ordinance of the places will allow all the adaptations desired by the successive owners. The decoration of the reception rooms, although modified during the centuries, preserved the essence of its aspect of origin. With its death in 1753, the count d' Évreux will leave an admired hotel of all its contemporaries. The king Louis XV bought the hotel to make of it the Parisian residence of the marchioness of Pompadour. After the death of the latter, the hotel became the property of the princess Bathilde of Orleans, daughter-in-law of the prince de Condé, who occupied it until the French revolution. It is at that time that the Velloni glacier occupied it.

At the end of the 18th century, the hotel took its name of Palais of Elysium by reference to the very close walk (Avenue of the Fields-Élysées).

It is under the reign of Napoleon Bonaparte that its history was related to the history of France. In 1816, the Elysium entered the national goods definitively. During the provisional government of the II {{E}} Republic, the Palate took the name of “Elysium National”, and the National Assembly assigned it by decree like residence of the President of the Republic.

In 1853, Napoleon III decided complete restoration of the palate by a new architect, Joseph-Eugene Lacroix. The current structures of the palate come essentially from this time, and the whole of this work, which was completed in 1867, constitute the last great installations.

Largely transformed during the centuries, the Elys3ee palace keeps a certain architectural coherence however.

At the beginning of the presidency of Charles de Gaulle, this last finding the palate little adapted to the function, the transfer of the Presidency towards another place was studied, more particularly towards the Invalides or the Château of Vincennes to lay out of more than place, to ensure a better safety and to be able to reach it by Hélicoptère. This project did not have a continuation, not more than that of Valery Giscard d'Estaing who says to have thought of the Military academy in 1978 and that of François Mitterrand who, as of his nomination on May 21st, 1981, considered similar transfer to the Invalids. The question minoritairement is minoritairement discussed currently.

Interior architecture

The ground floor is described perfectly on the site of the Elysium. It includes/understands in particular the living room Murat, where is held the the Council of Ministers, the Village hall and the living room Napoleon III, where the dinners of State take place, the living room of the Aide-de-camps, the living room of the Portraits. By the main staircase, one reaches the first stage where, by a hall in which trônent the full-length portraits of the former Presidents of the V {{E}} République, one reaches:

  • at the office of the Head of the State,
  • with that of the general secretary of the Elysium,
  • with that of the principal private secretary (except under the presidency of Valery Giscard d'Estaing which had occupied it itself, finding more pleasant, and under Nicolas Sarkozy, used it by its special adviser Henri Guaino),
  • with the meeting room used by the President of the Republic (old office of the special adviser Jacques Attali of the time of François Mitterrand) and required passage of the visitors of the Head of the State),
  • with the anteroom of the director of cabinet (former toilets of Eugenie de Montijo, future wife of Napoleon III under the name of Eugenie empress),
  • with the secretariats of the President, the general secretary and the principal private secretary.

In the two wings surrounding the main courtyard of the Palate, the offices of the principal collaborators of the President are located. Others, in particular the particular staff, are installed in various buildings which the presidency of the Republic in the street of the Elysium has, where are also the crib (with the provision of the children of the collaborators), the mess (reserved with the collaborators of the President) and the canteen.

Organization of the Presidency of the Republic in the Elysium

The Elysium usually indicate the Présidence of the Republic, i.e. the whole of the collaborators of the President of the French Republic.

The Présidence of the Republic is organized as follows:

  • Under the responsibility of the General secretary of the Presidency of the Republic, assisted of an assistant general secretary: advisers, technical advisers and operations managers specialized by sector of the political action and persons in charge of the connection between the Elysium, Matignon and the ministries concerned: to advise social, economic council, to advise cultural, etc It is to some extent a government-(a).
  • Under the responsibility of the Principal private secretary , assisted of an director-assistant: the Principal private secretary, his assistant and the whole of the civil services of the Presidency.
  • Under the authority of a general officer (4 or 5 stars), assisted by senior officers or general of each army (ground, air, sea), the particular staff (EMP) assists and advises the President in his role of chief of the armies. The role of the EMP is in particular to ensure the operational permanence of the nuclear forces (transmission about shooting), to prepare the councils of defense and to ensure the connection with the ministry for Defense and the armed forces.
  • Under the authority of the diplomatic adviser, the diplomatic cell includes/understands the spokesperson and his assistant and several technical advisers in load of the great geographical or strategic sectors.
  • Under the authority of the general secretary of the domestic security counsel, created in 2002, some collaborators in interior load of the questions of security.
  • Some collaborators depend directly and only on the President. Their title is explicit: to advise or operations manager auprès of the President.

The Presidency of the Republic includes/understands moreover a whole of services:

  • the particular secretariat of the president.
  • the protocol, under the authority of the Marshal of the Diplomatic Corps of the Ministry for Foreign Affairs (which is always a diplomat), is charged with the organization of the official ceremonies and displacements of the President.
  • the military commander of the Elys3ee palace is a senior officer of gendarmerie having authority on the military personnel of the Presidency of the Republic: Republican guard ensuring the service of honor and the safety of the access, automobile service, etc
  • the service of the presidential correspondence, under the authority of the principal private secretary, ensures the answer to most of the mails addressed to the Head of the State.
  • the intendant of the Elys3ee palace is responsible for the maintenance of the presidential residences, the kitchens, linen room, etc
