Edouard Draper
Edouard Joseph Mercier is a Belgian politician of liberal tendency (1795 - 1879). He is the uncle of the cardinal Mercier. He was Minister for Finance (1840-1841, 1843-1845, 1855-1857). He is named minister of state in 1845.
He takes part in the unionistic ministry of Pierre de Decker as a Minister for Finance (1855-1857). He is supposed to represent the liberal opinion there, but its liberalism was very moderate. At the time of the disorders which followed the vote of the “law of the convents” (May - June 1857), it supported with Alphonse Nothomb the thesis which one did not have to yield to the pressure of the street. After the communal elections of October 1857, which was a defeat for the catholics, he was opposed with Nothomb to the resignation of Decker, but could not prevent it.
