Economic public corporation

In France, a economic public corporation (one meets also the expression “public corporation in economic matter”) is a public corporation having for role to represent the actors of the Private sector different economic sectors and to exert for their account of the activities of support.

The category of public corporation economic was introduced by bearing article 84 of law 94-679 various provisions of economic order and financier, but the establishment of which it is made up exist since much longer, the first chambers of commerce dating from the Ancien Mode. They are also called consular rooms or consular organizations , expressions which recall the name of consul used at the origin to describe the members of the offices of trade.

Although they are related to administration, the economic public corporations exert some their activities in the form of industrial and commercial public services.

There exist economic public corporations in three types of activtés:

  • agriculture
  • craft industry
  • trade and industry.

In each order, these economic interests are represented at the local, regional and national level. The local level is generally that of the department, but it can be broader or on the contrary narrower.

The general meeting of each public corporation consists of elected officials:

  • at the local level, the members are elected directly by the actors of the economy (contractors, craftsmen, farmers);
  • at the regional and national level, the members are elected by the members of the assemblies of the rooms of lower level.

Each assembly appoints then her president and her office.

The economic public corporations enjoy a broad autonomy but are however subjected to the Administrative supervision of the State. This one is ensured by the ministry for the economy and, for the rooms of agriculture, by the ministry for Agriculture. It is ensured, locally, by the regional prefects and of department.
