Ecological Network paneuropéen

The ecological network paneuropéen (or REFERENCE MARK ) is a “ ecological Réseau ”, known as paneuropéen , because it covers all Europe, but it has implications for all planet and very directly for all the countries sheltering in winter of the migrating species which live in Europe the summer. For its underwater components (still little developed), it touches the planetary ocean and should contribute to the restoration of the fishing resources.

This network aims at the conservation of the ecosystem S, the habitats, the species and populations of European species, like their genetic diversity, by the conservation of the ecological integrity of the landscapes of European importance. It is one of the means of applying the convention of Rio to Biological diversity, and the European strategy for the biodiversity, which aims at stopping the regression of the biodiversity on the continent from here 2010, for in particular preserving the services rendered by the ecosystems.

This network must be set up by the Member States, with the support of Europe, and the necessary collaboration of local levels such as areas, departments, agglomeration, Natural parks, Pays, common etc, Europe dealing subsidiarily with the scales, corridors, sites and species known as of European importance .

The installation of this network consitue the primary goal of the Strategy paneuropéenne for the protection of biological diversity and landscape,

History/objective

In 1995, the European ministers of I' environment have in Sofia validated and launched a Strategy paneuropéenne of biological diversity and landscape, for Europe and the continent eurasiatic concerning the restoration of an ecological network.
Of many national or regional initiatives and transrégionales are born or are re-registered in this network.
En 2003, in Kiev, the ministers and chiefs of delegations made a point and asked for a cartography of existing in the 55 States concerned (of which those of the EU).

Objective of the Council of Europe through the network

They are to restore or protect a coherent network from elements écopaysagers the following elements:
  • Zones cores ; they to preserve the ecosystems, the habitats, the species and the landscapes of European importance. They must include the principal zones and characteristics representative of landscape biological diversity and of European importance, and often of the semi-natural systems whose integrity depends on the continuation of certain human activities, like certain agricultural landscapes.
  • of the corridors , corridors or “ discontinuous relays ”, which must improve the integrity and coherence of the natural systems. They must facilitate the dispersion and the migration of species between the zones cores. This function will be often compatible with the economic activities authorized in the zones concerned.
  • of the zones to restore : the degraded ecosystems, as well as the habitats and of the landscapes of European importance must be repaired there. Certain zones will have to be “ sometimes there completely restored ”;
  • Buffer zones ; they consolidate the network and protect it from the external influences prejudicial.

the states : They were to chart a national ecological network for the year 2000, by resting in particular on the network Natura 2000 and on the Réseau emerald , to preserve " a complete range of ecosystems, habitats, species and their diversity génétique" and landscapes of European importance. This work often took delay, of which in France.
It is not a question to preserve species in some natural reserves, but to take care " well; so that the habitats are sufficiently vast to support the conservation of the species ". This requires to offir with these species " of the possibilities sufficient for the dispersion and the migration of the species " , if necessary with policies of renaturation so that " the degraded elements of the key systems are restored and protected from the potential dangers "

Operation

A Committee of experts (STRA-REP) was missionné in 1997 by the Committee of the Ministers for the Council of Europe in 1997 to prepare and frame the constitution of the Network ecological paneuropéen, under the authority of the “the Council for the Strategy paneuropéenne of biological diversity and landscape” (STRA-CO). It met 5 times of 1997 to 2001 (jointly with the Group of expert of the Network Emerald in 2001).
