EUFOR

Eufor is the operational Force of the European Union which succeeded, in Bosnia-Herzégovine, with the Force of stabilization (Sfor) of NATO, the December 2nd 2004. The Christian name of the operation is Althea . The French participation in this force bears the name of operation Astrée .

The countries which contribute to Eufor are 33, including 22 Member States of the Union and 11 non-members. They provide 7.000 men on the whole.

Bosnia-Herzégovine is divided into three zones of military operations which include/understand each one a operational Force multinational (in English, multinational task force , i.e. a multinational grouping tactical) of Eufor, is ordered respectively by a British (NW), Finnish (NR) and a Spaniard (SE, in alternation with an Italian or a French). Each zone depends on a staff of Eufor ( Eufor HQ ) with Sarajevo.

There exists also a Unit of integrated police force (IPU) which covers all Bosnia-Herzégovine and of the theater companies which is distributed on all the country.

Eufor, with other Christian names, is also deployed in Macedonia, with the Gabon and in Democratic republic of Congo (approximately 1.000 men in each country), and reinforces its positions with Kinshasa following the intervened turbid since August 20th, 2006.

History

The Conseil of the European Union decided the July 12th 2004 ( Council Joint Action 2004/570/CFSP of July 12th, 2004) to lead an military operation in Bosnia-Herzégovine (BiH) within the framework of the foreign Politics and common safety. This operation, baptized Althée , pursues the following goals:
  • in the long run, stable, viable, pacified and multi-ethnic Bosnia-Herzégovine, cooperating with its neighbors in peace and irréversiblement in direction of adhesion at the EU;
  • in the medium term, to support progress of BiH for integration towards the EU, by ensuring a stable and sure environment with like objective the signature of an agreement of stabilization and association. This supplements the mission of the special high-representative of EU (UESR) (Lord Ashdown), known as MIP (Mission Implementation Plan) and end of the executive role in the re-establishment of the peace of the EU, by including a gradual transfer to the authorities bosniennes.
  • in the short run, to ensure the transfer between the Sfor (NATO) and Eufor, within the framework of the Agreements of Dayton and Paris.

By resolution of the Safety advice of the United Nations, n° the 1551 (2004) adopted unanimously on July 9th, 2004, the intention of the EU to launch this military mission in BiH was well accommodated by the United Nations. The operation Althée will be organized with the support of NATO, on the basis approved with NATO ( Berlin Plus ). The general John Reith (GB), supreme commander associated for Europe (D-SACEUR) was designated as commander of the operation of the EU (OpCdr). The major general A. David Leakey (GB) was designated as commander of the force. The operation was launched on December 2nd, 2004 (Council Decision 2004/803/CFSP)

The general David Leakey is replaced since December 6th, 2005 by Major General Gian Marco Chiarini.

Organization in Bosnia

  • Multinational Task force North (MNTF NR) Northern multinational tactical Group

    • the district-general of MNTF-N is located at Tuzla.
    • MNTF-N counts approximately 1.300 men.
  • Multinational Task force Southeast (MNTF SE) multinational tactical Group South-eastern

    • the district-general of MNTF-SE is located at Mostar.
    • MNTF-SE counts approximately 1.400 men. It is ordered since 2005 by the Spanish brigadier general Benito Raggio.
  • Multinational Task force Northwest (MNTF NW) multinational tactical Group North-western

    • the general headquarter of MNTF-NW are located at Banja Luka.
    • MNTF-NW counts approximately 1.000 men.
  • Integrated Police Links (IPU or UPI) Unit of integrated police force

    • the general headquarters of the UPI are located at Sarajevo.
    • the UPI has approximately 500 personnel
  • Theater Troops (theater companies)

    • the theater companies is based a little everywhere in Bosnia-Herzégovine.
    • There are roughly 2.000 people in the theater companies.
