Duler
In 1815, a named deaf person Duler founded the first school of the deaf persons of Arras.
History
Association currently administrative is association Jules Catoire (hearing, word and communication).
At the beginning of 1815, Miss DULER (former director of the studies to chartreuse of Auray in Morbihan) obtains the establishment for two years behind the cathedral street St-Maurice. Previously, it was member of the institution of Paris. Then it became the first director of the studies of the establishment of Chartreuse d' Auray in Morbihan
In 1817, founded the institution of the young deaf persons and dumb men of Arras. the town of Arras then places at its disposal the house of the old men, street of poverty (currently street of Augustines).
In 1857, by a Napoleonean decree, the Company of the girls of Charity acquires of the establishment which has a score of pupils at that time.
In 1858, the General advice requires of the sisters to also take care of the blind men; this situation will perdurera until 1959, date on which those will be gathered at the institute of Young Blind men of Lille. Managed until December 31st, 1985 by the Company of the charity of Saint-Vincent-in Paul, the institution of the Deaf persons and Dumb men become Center of Education for Young Deaf persons.
In 1998, association widens its objectives while approaching the users by the creation of the S.S.E.F.I.S (service of Support of Famiale Education and school integration) extending are action near the people suffering from disorders of the communication by the creation of the S.E.S.S.A.D (service of Specialist education and Home care) bringing its assistance beyond the schooling of the auditive defective young people by the creation of a hearth of lodging pourvuivant the tracking of deafness by the creation of an health center specialized in audiophonology.
In 2005, the CEJS (center of education for young deaf persons) has ouvet two classes bilingual “experimental”: one is made up of 6 pupils of Small Section of Nursery school, the other also made up of 6 14 years old pupils, relates to the pre-professional section.

Extract of the decree:
St-Cloud on June 22nd, 1857, " Napoleon by the grace of God. " " Art 1st: the congregation of the Sisters of the charity of Saint-Vincent de Paul, existing in Paris (the Seine) under the terms of an imperial decree of November 8th, 1809, is authorized to found in the town of Arras (Pas-de-Calais), street of poverty and the carriers, an establishment of sisters of its kind, with the load for the members of this establishment to conform exactly to the statutes approved for the Head office by the decree précité."
In the payment established at that time by the prefect of Pas-de-Calais, the count de Tanlay one could read:
" The purpose of the institution of the Deaf persons existing in Arras is to give the free instruction to the pupils admitted in this établissment, either of the department of Pas-de-Calais, or the close departments, or of the cities, the établissments of benevolence or the people charitables."
