Duchère

Duchère before becoming a district of Lyon, located in the 9 {{E}} district was one of the 24 fortified towns intramurally or peripheral constituting the first belt of Lyon in 1832. Indeed, with 1832 to 1874, the city obtained two defensive barriers, made up of forts, bastions, poipes and batteries, intended to preserve the town of possible foreign attacks but also the campaigns around of the brigands.

The district of Duchère, 3ère hill of Lyon, dominates the the Saone by forming the plate of the Lyons West.

History

The urbanization was massive in the years 1960 with the creation of a new district, intended to reabsorb the unhealthy environment of the working districts of Vaise, later it made it possible to accommodate the Rapatrié S of Algérie. The war memorial of the town of Oran was transferred to Duchère. The failure of this type of architecture led to many reorganizations which continue with the installation of a Great project of city.

The Great project of City

This project envisages the demolition of several bars and the rebuilding of more than 1500 residences including one great part of residences deprived in accession or hiring. New social housing and a true center of district with new trade and public services will be also built.

To make share the project

Since its starting, this project is carried out in regular dialog with the inhabitants of Duchère, who however are far from approving in their majority a project that much estimates badly built by architects too far from realities of the district, and of the elected officials in lack of repesentation. Indeed, the demolitions were first of all rejected by part of the population which always did not include/understand the direction of the project.

The first new housings are sold

The sale of the first residences nine at started, and June 15th, 2006, one month after the inauguration of Villag' Immo, 153 residences are put on sale. 27 reservations were already carried out. 22 purchasers plan to occupy their housing and 5 only make a rental investment. Among the 27 households, 15 reach for the first time the property and 9 relate to households of less than 35 years. A great majority of the purchasers is resulting from the environment close to the district: 8 households are Duchérois, 8 households come from the 9th district and 7 result from the Lyons West, 3 being except agglomeration.

A blow inch for the purchasers

The law Engagement Main road for Housing (ENL) adopted on July 13rd, 2006, supports the possibility of home-ownership in the districts in urban renovation, such as Duchère. The households which do not exceed the ceilings of resources PLS* are given from now on a VAT with 5,5% for the purchase of a new housing with Duchère. All the new programs on the district are concerned.

A nudge in the right direction for the economy and employment

Duchère was classified in Free urban zone on July 11th, 2006, indeed, the companies and certain associations will be given tax exemptions and social during 5 years. A good news for employment also: a third of recruitments having to be done in the disadvantaged urban areas.

Chronology

1960-63 : In answer to an acute crisis of housing in the Lyons agglomeration, Louis Pradel, mayor of Lyon, announces the creation of a whole of 5500 residences with Duchère.
1972: Construction of the Panoramic Tower of the 101,85 meters Duchère high (of the basement at the top of the arrow).
1999: The census of the population gives a report on 12.400 inhabitants with Duchère (against 20.000 in 1968).
2001: Birth of the Great project of Town of Lyon Duchère, signed on March 8th enters the State, Large Lyon and the Town of Lyon. This project envisages in particular the reorganization of the district by the rebalancing of shares of social housing and residences deprived on the district. In 2003,80% of the residences which composed this district were social housing.
2003-2005: First demolitions of buildings, 602 families are rehoused with Duchère and on the remainder of the agglomeration.
2006: launching of the sale of the residences, classification of Duchère in Free urban zone. Delivery of the first rebuilt public equipment (2 new schools).
