Dominique de Villepin government
This article presents the composition and the striking facts of the Gouvernement of the France under the Prime Minister Dominique de Villepin of the May 31st 2005 to the May 15th 2007.
Some important dates and facts
The nomination of the Prime Minister Dominique de Villepin was made officially by a written declaration of the Elysium, whereas Jean-Pierre Raffarin announced its resignation since the perron of the Elysium the May 31st 2005, little before midday.
In its short televised speech of May 31st at 8 p.m., the president of the Republic had, exceptional thing, affirmed that Nicolas Sarkozy was minister of state in this government, without specifying its wallet. The close relations of this last indicated that it was of return to the post of minister of the interior while keeping the presidency of the UMP.
The transfer of power took place officially at 16 hours with Matignon on May 31st, 2005.
The official announcement of the composition of the government was made the June 2nd 2005 by the Elysium. It counts thirty-two members (against forty-three in the precedent) and is primarily made up of personalities of the government Raffarin 3 (twenty-three members). The return of Nicolas Sarkozy, at the post of minister of State inside, announces a compromise within the presidential majority.
The Principal private secretary of the Prime Minister was Pierre Mongin until July 12th, 2006, date where it was replaced by Bruno Le Maire.
Jacques Chirac proceeds the March 26th 2007 to a rehandling of the government of Dominique de Villepin because of the departures of Nicolas Sarkozy of the Interior and of Xavier Bertrand of Health due to presidential campaign.
The April 5th 2007, Azouz Begag (Deputy secretary with the Promotion of the equal opportunity near the Prime Minister) gave its resignation to the Prime Minister for " to take again its freedom of parole" and to fully support Francois Bayrou. This one transmitted it to the President of the Republic which accepted it. It was not replaced, these functions being allocated then to the Prime Minister.
Dominique de Villepin gives her resignation like that of her government in after midday of the May 15th 2007, the day before the transfer of power between the president of the Jacques Chirac Republic and her successor Nicolas Sarkozy. Its mandate will have lasted 714 days.
Outstanding actions of this government
The government Dominique de Villepin was set up in a difficult context, after the disavowal of the referendum of 2005, and the unpopularity of the government Raffarin.
It engaged in the reduction of the Chômage, and with the reduction of the road accidents. This policy seems to be a success, considering over the first seven months, the number of unemployed of category 1 did not cease decreasing. The measurements installation to reduce the unemployment of category 1 are in particular the Contrat news engages, and an increase in the administrative disbaring (by the ANPE).
In 2005, the Dominique de Villepin government declared the state of emergency with an aim of solving the problem of the riots of suburbs.
The government announced to face a debt of more than 1000 billion euros. For this reason, it created new taxes: tax for people living in caravans, Taxe Move, new airport tax, taxes on the purchases with actions, the plane of saving housing and the booklets of popular saving. It has also advanced the date of payment of the Broadcasting royalties. Other taxes were lowered, in particular the income tax.
Vis-a-vis the perdurant unemployment of the young people, Dominique de Villepin tries to impose CPE (Contract first engages) intended for the young people of less than 26 years. Law voted with the Parliament which envisages in particular the dismissal without need for expressing the reason for one two years trial period. This not very consensual text, having been the subject of the use of the article 49-3 in order to close the discussions involved a strong dissatisfaction on behalf of the students and high-school pupils, joined by the trade-union organizations coeds and paid. Important social conflict, having involved the blocking of many universities and even of colleges and many demonstrations (sometimes violent) in all the country (more than one million demonstrators). Vis-a-vis this tended situation and following a short televised speech of the President of the Republic on April 7th, 2006, the Prime Minister announces on April 10th the removal of article 8 of the law " for the equality of the chances" and its replacement by measurements in favor of the most underprivileged young people.
In December 2006, the government announces the installation of a tax reform, including l'" in particular; Tax retained with the source " for the paid workers, by 2009.
