In Criminologie the dissuasion is a Théorie according to which one can prevent somebody from making a Crime by the Peur of the potential consequences.

In the field of the defense, with the military direction of the term, dissuasion consists in forcing the Paix while returning the too expensive Guerre for an attacker. The idea as the application are old ( cf . the Roman maxim “ if screws pacem, para bellum ”, or the principle of the Reprisal S), but they found their completion ultimate with the weapons of massive destruction. During the Cold war, one spoke about the balance of terror.

The objectives of the French dissuasion were recalled by the President of the Republic Jacques Chirac at the time of a marked speech on June 8th, 2001 to IHEDN:

  • to prevent a handing-over of cause by a hostile major power of the survival of the France;
  • to face the threats which could make weigh on our vital interests of the regional powers equipped with weapons of massive destruction.
