Dissolution of May 16th, 1830
To short cut to the Address of the 221 of the March 16th 1830, by which the majority of the House of Commons expressed his distrust with the Polignac ministry, Charles X decides the dissolution of the House of Commons the May 16th 1830 , while hoping to obtain, with the favor new elections, a majority in conformity with its sights. He convenes the colleges of district the June 23rd and those of department the July 3rd.
“Thus, started here very definitively, Cuvillier-Fleury this fight between the crown and the country comments on which can finish so sadly for both! The imbecile obstinacy of the king is explained only by his hatred for the novel ideas; because the representative pot , as calls it Courier, boiled at point each year and the soup was a billion. What did he want moreover? Admittedly, without counting the money, the Charter made with monarchical vanities a rather big part. ”
In the immediate future, the decision of the king causes the bursting of the ministry: Courvoisier and Chabrol de Crouzol, which is hostile there, resigns, while Chantelauze is named with Justice and that Montbel, passed with Finances, is replaced inside by ultra notorious, the count de Peyronnet. A prefect specialist in the elections, the baron Capelle, enters the cabinet, officially with the head of a public Ministry of Labor which thus makes its appearance in the governmental flow chart.
The June 13rd, Charles X publishes in the Moniteur a call to the French in whom he shows the deputies of the dissolved Room “to have ignored his intentions” and asks the voters “not to let himself mislay by the insidious language of the enemies of their rest”, “to push back unworthy suspicions and false fears which would shake public confidence and could excite serious disorders”; he concludes: “It is your king who asks it to you. It is a father who calls you. Fill your duties, I will be able to fill mine. ” The operation is risked, because, by doing this, the king exposed itself, taking the risk of the disavowal.
But, with the general surprise, the liberals gained the legislative elections of the June 23rd and July 19th, 1830, obtaining 274 deputies.
