Director of human resources

The directing of human resources (DRH) of an organization (undertaken, association or institution) there is responsible for the human Stock management.

Two great fields can be distinguished:

  • the administrative management of the personnel
  • human stock management itself

The administrative management of the personnel

primarily relating to the legal aspects of the GRH and their implementation
  • nonwage wages and premiums, advantages such as mutual insurance company, precaution, saving of company, etc)
  • management staff (followed recruitments and departures, temporary staff management and trainees, administrative formalities near the administration of the work and the social welfare, establishment of the pay slips and payment of the wages, etc)

Human stock management itself

relative to political and strategic management of the personnel
  • formation and development of competences of paid the
  • promotions and management of the careers
  • relations with the institutions representative of the personnel (Work's council, union delegate) and the trade-union organizations

Matters coming under the two fields

  • Remuneration and welfare benefits
  • the work conditions (hygiene, safety, ergonomics, prevention of the accidents) and of the organization of work (duration of the work, installation of the schedules, planning of the vacation, installation of the Telecommuting, etc)
  • of the legal questions and the litigations related to the Law the labor
  • the Recruitment of the personnel (definition and creation of the stations, publication of the offers, selection of the candidatures, organization of the talks, establishment of the work contracts)
Of these two fields, the first changing of the implementation of the legal aspects of the GRH, and allows a thorough automation (see in particular: Information system of human stock management). The second is more political and strategic. In the large companies, these two fields sometimes are distinguished functionally or formally. The administrative management of the personnel is in addition more likely of Externalisation.

The Director of human resources is sometimes also responsible for the internal communication.
