Directive First

The Directive First ( Premium Directive ) is the application to the universe of fiction of Star Trek of the principle of non-intervention of UNO.

The rules of Starfleet within the Federation of Plain Planets (UFP) are the General orders to which all the Officers of Starfleet refer.

Principle of the Directive First

According to this directive, the Fédération of Plain Planets is not supposed to interfere in the development of the other species of the universe as long as those did not arrive by their own means to of travelling more quickly than the light. And even then, the Federation will intervene only with the request express of the people concerned.

It is a “directive” in the direction where it indicates a general “direction”, but its application must be done on a case-by-case basis. Thus, of many episodes of the series turn around the problems of application of the Directive First or the consequences of its non-observance (like the cultural contamination, for example).

Thus, is it necessary to prevent a natural disaster from destroying a whole species? Is it necessary to provide to people the vaccine which would save it whereas another emergent species lives on same planet? And how to react when the Federation is implied in spite of it? Does it have to remain neutral, take party or try to maintain the balance of the forces? And so on…

To this first principle, the series added to the wire of the episode the concept of “Directive First Temporal”, which consists in not modifying the past nor to benefit from a possible knowledge of the future. Time is the great stake of the fifth series Star Trek: Enterprise , during which a “temporal cold war is held”.

Other directives

If the Directive First is often called upon in the series and films of Star Trek, it is seldom known that they are 24, of which one was repealed, and which a 25e - secret - is access reserved to highest graded.

For no consideration, even to protect its own life or that from its crew, an officer must make of evil to an intelligent creature.
Un failure with this Directive is tolerated only if the Directive First would be differently violated.

It is duty of an officer to use all the apparatuses under its command to protect the life from an intelligent being, even if this were to endanger itself or its vaisseau.
Si an intelligent being is wounded because of an officer who has or does not have acts, this is considered equal violation of Directive 2.

an officer must follow the orders of a superior of best than il/elle can, unless those do not lead to a violation of the First, Deuxième or Third Directives.

an officer must use all in his capacity to protect safety from Starfleet, the Federation of Linked Planets, its worlds members and their representatives, unless this does not violate Directives 1 to 4.

If all the personnel on board a vessel died or would become unable to act during one 24 hours period, the vessel must be destroyed to prevent other forms of life or other vessels to be contaminated.

Repealed.

In the past: Under no consideration or circumstance, even in the event of urgency, a vessel of the Federation must approach Talos IV. To be unaware of this Directive will lead to the capital punishment.

No vessel of the Federation to the permission to enter the Empire Romulien, unless it is justified by one of Directives 1 to 5.

This Directive was modified into 2297: “Territory Klingon” was removed.

No vessel of the Federation to the permission to visit a planet or a system of stars which was quarantined by the Federation of Linked Planets, unless it is not made necessary by Directives 1 to 5.

an officer of Starfleet is responsible under the laws and orders of the Federation of Linked Planets, its worlds members and their representatives, including Starfleet.
Il or it is prone to any legal continuation by the authorities which are under the laws mentioned.

an officer of Starfleet must respect the contracts and the links established by the Federation of Plain Planets and its worlds members, and must give of the assistance if the signatories of these contracts or bonds ask it.

When one approaches a vessel and that no communication was made or is not possible, the procedures of safety must be respected.

Whereas it carries the uniform of Starfleet, an officer with prohibition to give information or a help equivalent to the enemies of the Federation or groups who represent a danger to the Federation, his worlds members or their representatives.

an officer should never act in an improper or indecent way, or to have an offensive dealing or immodeste towards other forms of life.

No officer general will make a mission in a dangeureuse zone without being protected by an escort.

an officer can be condemned by at least three officers commanders for a crime which violates the Directives of Starfleet or the laws of the Federation.

In the absence of an officer ordering, if it or it is made kill or is recognized inapt or unable, the most officer of row takes the command, even if he or it does not belong to the standard personnel on board.

an officer does not have the permission to begin or take part in a mutiny against its superiors. The mutiny will be judged like a violation of the 4th Directive.

the vessels of the Federation must carry help and assistance to any private or commercial vessel recorded to the Federation of Linked Planets, and they have the permission to take disciplinary actions or offensives against any vessel acting illegally or being hostile in the territory of the Federation.

a vessel of the Federation to the permission to transport any substance or cargo liner which is classified like illegal by the Federation, neither an illegal quantity of substance or cargo liner, nor of the weapons not recorded by the office of trade of Fédération.
Les destroying forms of life are also considered in this order. The vessels of the Federation have the permission to excavate a suspecté vessel of concealment and to confiscate all illegal goods.

In contact with a planet which does not make any progress in its evolution or which is under the control from abroad, an officer with the permission to make changes in the social structure with an aim of directing planet on the way of a civilization technologique.
Tout bad use of this General order is seen like a violation of the Directive First.

the destruction of one or several intelligent forms of life is allowed only to prevent the violation of the Directive First, and also and only if there is no other way of preventing this violation.
Tout bad use of this Directive is seen as a violation of the Second.

the destruction of any intelligent life on the surface of a planet is allowed only if the inhabitants of this planet violated the Directive severely First. Such an action can be ordered only by one ordering officer who has a row of Captain or superior. This officer is entirely responsible for this action.

Directive Omega

the particles Omega, because of their potentially destructive nature of the subspace (subespace), are a threat for civilizations of space level. For this reason, all the Oméga particles found by Starfleet must be destroyed.

This Directive passes before all the others, including the Directive First.
