Dipico basket

Manne Emsley Dipico (born the April 21st 1959 in Greenpoint, Kimberley, the Cape Province) is a politician of South Africa, member of ANC and Prime Minister for the province of the Cape-north between 1994 and 2005.

Minor of the area of Kimberley (capital of the Diamond), it works at De Beers, Mine Finsch in 1980 during 4 months as a fitter and assistance, before being returned to have carried out a strike of workmen. Trade unionist with COSATU, adhering the Communist party, to member décisionnaire of the Organization of the Students Azanien, it makes all kinds of job to increase the family incomes and to pay his studies in staff management at the university. In 1982, it joined the clandestine structures of the ANC in the Cape Province then becomes a regional member of the executive of the Plain Democratic Face of the province of Cape-North. Dipico will be however expelled of the University of Strong Hare for its political commitment and in 1987 will be imprisoned during five years for its militancy against the mode of Apartheid.

Released in 1990, secretary Regional of the ANC for the area of Cape-North starting from 1991, he becomes naturally the coordinator of the committee of elections of the ANC for the future province of Cape-North in 1993.

At the time of the provincial poll of 1994 in Cape-north, it is thanks to its charisma which the list ANC which it directs in extremis manages to precede that of the national Parti.

The May 7th 1994, it is elected Prime Minister for the Province of Cape-North.

He inherits then a very new province, desert with immense the Superficie of 330.000 square kilometers, one the third of the South-African territory, for 700.000 inhabitants, without any former specific administration. He does not hesitate to designate a deputy of the Front of freedom (Freedom Front - Extreme-right-hand side afrikaner) as minister with Youth to reconcile itself, successfully, a very preserving white population. It is with this minister that the organization of the “Day of youth will be entrusted”, the June 16th 1994, date birthday of the riots of Soweto of 1976.

Member of the Central committee of the African Southern Communist party (SACP) of 1995 with 1998, his form of government will be rewarded by the voters with the being wary departure and he will be largely re-elected in 1999 and in 2004, yields its armchair of Prime Minister to Dipuo Peters. Dipico will have been one of the two Prime Ministers of province which will remain longest in function without undergoing political scandals.

In November 2005, the De Beers, first world diamond producer, announced the transfer of 26% of its South-African mines to the black consortium, Ponahalo, chaired by Manne Dipico. Held to 50% by the South-African employees of Beers and to 50% by a consortium of black investors (the first of which Dipico Basket), Ponahalo will have to invest each year 10% of its dividends in zones where De Beers is present in order to reinforce local economic fabric.

While becoming the vice-president of the South-African subsidiary company of the company De Beers, Manne Dipico will have from now on a fortune “on paper” of 43 million euros, without spending a Rand, thanks to its participation of 9% in Ponahalo.
