Diet of Japan

The Diète ( Kokkai , ja 国会) indicates with the Japan, the Parlement. The translation diet is employed because the term is that used for the Constitution pruss ienne of 1849, whose Constitution Meiji (ja 明治憲法) is inspired.

History

The Diet was created by the Constitution Meiji in 1889. The first meeting took place in 1890.

Structure

The Diet is made up of two elected rooms:
  • the Room of the representatives shūgi-in (ja 衆議院) or Lower House, made up of 480 members elected for four years. Japan is separate in electoral districts, each one electing a representative. However, the poll comprises also an amount of proportional. (480 seats are distributed between 300 seats for the districts against 180 seats for the proportional one);

  • the Room of the advisers sangi-in (ja 参議院) or Upper House, or Senate, made up of 247 members, elected for six years, renewed per half. Operation is similar to that of the room of the representatives: 242 seats, of which 121 is renewed every three years, 73 coming from a vote by district and 48 on the one hand from proportional.

Role

The Prime Minister, who is also the chief of the government, must be a member of the room of the representatives. It names the government, but the government is responsible before the Parliament (more precisely in front of the room of the representatives). The Diet holds the capacity Législatif. The room of the advisers holds a capacity less important than the room of the representatives: in the event of dissension on the vote of a law, it is at the end of the day the opinion of this second which prevails. N the other hand, the room of the representatives can be dissolved on decision of the Prime Minister.

The members of the Diet developed a parliamentary diplomacy, nongovernmental, following the example representatives of other Parliaments of the world. For example, the parliamentary Ligue of friendship Japan-Korea of North treats questions of shared interest for the two countries, in the absence of official diplomatic relations at the governmental level.

  • INDEP: independent

The PLD and Kōmeitō currently form the coalition with the capacity.
