Diary 21 room
Concrete variation of the Diary 21 resulting from the conference of Rio in 1992, a diary 21 room offers a framework of work the local government agencies and to their inhabitants to implement at it the concepts of Sustainable development.
The diary term is to be included/understood with the Anglo-Saxon direction of the term, namely program . This one must harmoniously treat the aspects:
- - economic;
- - social and cultural;
- - environmental.
- - social and cultural;
Finally such a project must be imagined with the broadest participation of the population and the actors (associations, companies, administrations).
At the European level, the installation of the various diaries was initiated by the Conférence of Aalborg in 1994 followed by that of Lisbon two years later.
Definition
A diary 21 room is one of the tools of transcription in the reality of sustainable development. If, with final, it is about an action plan programmed, the method of development of diary 21 is as important as the end result because, actually, both are interdependent. Indeed, whatever the nature of the structure which begins in a diary 21, it acts well to reorientate the actions of this one in the light of the principles of sustainable development. That requires the implication of all the recipients. For a territorial collectivity, the recipients are in particular the elected officials, the services, the “large actors” (associations, administrations, public corporations, trade unions…) and of course citizens. The other requirement is the realization of a diagnosis preliminary to the exchange with the recipients. This diagnosis aims at giving to a whole a base work and of common discussion.
In short, the ambition of such a program requires the mobilization of all but more particularly of the more high ranking official of the structure (directing, president, mayor or chief of the territorial entity…).
It is about an iterative step i.e. which is perennial. A diary 21 must constantly evolve/move to improve its effectiveness from where utility of a continuous evaluation of the actions installation using a battery of indicators.
In a strict sense, the term of diary 21 room corresponds to the development plans durable set up by the territorial collectivities. Actually, other actors adapted the " term; diary 21" to qualify their durable development project such certain public corporations or companies.
Great stages
The development of a diary 21 is a process which is generally worked out on 3 to 4 years.The principal stages of its drafting are the diagnosis, the dialog and the writing of the action plan.
The diagnosis is composed of two shutters:
- an inventory of fixtures of the territory (history, resources, forces and weaknesses, state/pressure/answers…)
- an evaluation of the policies led to the glance of sustainable development.
The dialog forms integral part of a step claiming sustainable development (concept of Gouvernance).
That often supposes a revolution on behalf of the institutions in their manner of conceiving to them action.
The experiment shows that the division of the reflection is often difficult, but always enriching for the carrier by the project diary 21.
The writing of the action plan must restore the proposals put forth during the dialog by treating on a hierarchical basis them and by laying out them according to a calendar (from where the name of Diary). The plan must be able to be evaluated by means of Indicateur S reliable and credible.
Concrètement, that means that each proposal is analyzed in term of total relevance and with respect to competences of the community, of financial incidence but also in term of environmental impacts and social.
This plan is then submitted to the elected officials who modify it before voting it.
On enters then the phase of implementation of the diary 21, which in theory is never finished (cf Principle of the Continuous improvement, and the adaptation to the changing context)
Examples and inventory of fixtures
In Europe, almost all the large metropolises and of many average cities of Europe of the 15 started a more or less complete process of planning of the soutenability of their development, or diary 21. According to ICLEI, more than 6.000 communities had a diary 21 room in Europe, initially (as of the end of the year 1990) in the Scandinavian countries (example: Stockholm, Helsinki, Copenhagen) and in the center of Europe of the 12 (Hanover, Vienna, Berlin, Freiburg, Bologna)… In England, all the great communities had has 21 with the beginning of the year 2000. Spain, Italy, and France followed more tardily, with documents and processes more or less complex, precise, concrete or simplified. Bologna and Freiburg are two pilot cities followed in 2007 like pilot laboratories and by ICLEI.In France , the first experiments emerged towards 1996 is four years after the conference of Rio, but on the 36.000 communes, in a 2000 only small number had started a process. A National strategy of sustainable development (SNDD), was validated in 2003 by a Inter-ministerial committee of sustainable development . It is pressed on a battery of indicators indicated by the French Institute of the Environment (IFEN), that the citizens will be able to follow. Often quoted cities as in Advance are in particular Lille, Nantes, Strasbourg, Lyon, Mulhouse, which all have Diary 21 different, adapted to the local contexts, within the framework of step of Participative democracy… or Échirolles in the Grenoble-native agglomeration (Isere) having validated its diary 21 in 2003 and several times rewarded at the national level. Among the diaries 21 original buildings, appear that of the commune of the Séquestre (81, Tarn); smallest French community engaged in this step, as well as the Diary 21 of the French Sport set up by French Olympic committee with the downstream and the collaboration of the ministry for Youth and the Sports. Areas (Nord-Pas-de-Calais), departments (Meeting) set up of Diary 21. Some colleges and colleges which one can also regard as Collectivité S started steps of this type.
In Spain , a Foundation for Research and the Development of the Environment (FIDA) were created aiming at the integration of the principles and criteria of sustainable development in the documents of town planning and planning, the support with the Diaries 21 buildings and the installation of indicators of follow-up and performance to the local scales.
