Diagram of collective services

A diagram of collective services (or SC) is a document-reference of planning, founded by the Loi Voynet . They were finalized by the delegation with Town and country planning and the Regional Action (DATAR) and were approved by a decree No 2002-560 of April 18th, 2002 after being subjected to consultation with the regional scales; Last nine diagrams were thus produced (or eight if one associates the two diagrams concerning transport).

Each diagram SC was elaborate on the basis of work shared of Prospective at 20 years, on the basis of element joined together with the district councils, under the aegis of the prefects, with the assistance of the decentralized services of the State. These diagrams aimed at preparing the SRADDT which must until 2020 tally the contractualisations of the district councils (ex: plan contract, Contract of Agglomeration) of the areas (within the meaning of district councils) at 20 years horizon.

One of the objectives is to anticipate certain ruptures to come (1995 are the time or the concepts of climatic modifications and degradation of the biodiversity start to be integrated in the local political reflection). It is thus a question of accompanying the already committed structural evolutions by limiting their environmental impacts, social or economic negative, for 9 topics considered to be strategic for the installation and the sustainable development of the territories.

So that the projects, programs or operations of equipment and services, contribute to the implementation of comprehensive strategies and durable. While posting and by acting in concert national ambitions of long run, the State ensures its strategic role thus, with the service of the development of the territories and the citizens

Since the Law Voynet, in all the legislative measures, the references to the national Diagram of installation and development of the territory (SNADT, created by the law of orientation for the town and country planning of February 4th, 1995) are replaced by references to the Schémas of collective services (SC).

The diagrams of collective services are held with the provision of the public in the regional headquarters.
