Development assistance

The development assistance indicates a voluntary action by an external actor to impel the development of a third country (Developing country). The designs of the development are numerous, the forms of the assistance are it as much.

The assistance often financial and/or is measured by financial flows (co-operator sending is quantified). It generally goes from North towards the South, but a South-South help starts to emerge (oil countries, China…). It is international, the giver can be made up of a country or a public or private entity of a country, or of a group of country via an international organization (the IMF, the World Bank…). The assistance can however come from an internal entity to the country even (subsidiary of multinationals established in a country).

The government Aid with the development (APD), is the most known form of the development assistance. But the development assistance is also the fact of ONG, of foundations…

The development assistance is an action which can take the following forms:

To finance, to lend money, to give money, to establish a legislative framework, to form, educate, to advise technically, to support the innovation…

The development assistance is distinguished from emergency aid in what it supports the rise of the helped populations whereas emergency aid intervenes in situations of natural disasters or armed conflicts. The reasons for the development assistance, in particular in the case of APD, are often political. They can be philosophical, humanistic or religious. The form which the development assistance takes reveals as the vision of the development as is done that which helps.

Instead of development assistance, good number of professionals prefer name development co-operation. Indeed, out of the paradigm assistentialist, the development co-operation preaches projects worked out by the local populations; in this direction, it constitutes a real participative accompaniment.

The concept currently evolves to that of Codéveloppement between the developed continents and those less advanced.
