Departmental commission of agricultural orientation

In France, the Departmental Commissions of Agricultural orientation ( CDOA ) have an advisory role near the prefect, within the framework of the PAD (Agricultural Project Departmental).

The PAD aims to determine the priorities of orientation of the productions and installation of the structures of exploitation at the departmental level. It is carried out by the services of State (DDAF) in dialog with the agricultural Professional organizations and is presented in session of the Room of Agriculture, the General advice and in Departmental Commission of Agricultural orientation before being approved by the Prefect. This project engages and directs the agriculture of the department concerned for the years to come.

The SDDS (Diagram Departmental director of the agricultural Structures) fixes the thresholds of control, surfaces minimum of installation and the units of reference necessary for the application of the PAD. This diagram is stopped by the prefect after opinion of the general advice, the room of agriculture, and the departmental commission of orientation of agriculture.

Relation between the farmers and the CDOA

In the facts, for the owner, the CDOA has in particular its word to say for:

to obtain an authorization to exploit on grounds in hiring,
to ask to an Equipment young farmer,
of the dairy quotas, rights to produce, etc

Composition of the CDOA

The CDOA is a Joint Committee, including/understanding like member of the representatives:

of the State and the local government agencies,
of the agricultural sector,
of economic activities directly concerned with agriculture,
of experts or associations.
