Department of the operations of maintenance of peace

The Département of the Operations of Maintenance of Peace ( DOMP or more often abbrégé DPKO for Department off PeaceKeeping Operations ) is a department of the Secrétariat of the United Nations, in load of the operations of Maintien of peace. It pays directly to the General secretary. The DPKO finds its roots in 1948 with creation of the two first Opérations of maintenance of peace (ONUST and UNMOGIP) always in progress. Until the end of the years 1980, the Opérations of maintenance of peace were supervised by 6 persons in charge of the Department of the special Political matters of the United Nations, directed initially by Brian Urquhart then by Marrack Goulding.

The Department was created in 1992 when Boutros Boutros-Ghali took its functions of General secretary of the United Nations. This creation was one of its first decisions. Marrack Goulding became Assistant general secretary with the operations of maintenance of peace, with Kofi Annan (future General secretary) like assistant. However, the role of the DPKO was clarified only in June 1992, when Boutros Boutros-Ghali left a plan aiming at reinforcing the place of the preventive Diplomatie and the Maintien of peace in the system of the the United Nations. This plan is known under the name of Agenda for peace.

After the sending of a gripping force of peace was authorized by the Safety advice, the DPKO and the General secretary work together to canvass the countries contributors in troop. The DPKO establishes then the link with the command of the force and directs the diplomats of the operation of maintenance of peace.

October 1st 2000, the diplomatic French Jean-Marie Guéhenno was named, by Kofi Annan, Assistant general secretary with the operations of maintenance of the peace of UNO, station which it succeeded Bernard Miyet.

The Department of the operations of maintenance of peace has an annual budget of more than 5 billion dollars US (in 2006). The approximate sum spent for the Operations of maintenance of peace since 1948 reached the 42 billion dollars US. It manages 16 operations of maintenance of peace and 2 missions political and of support for the consolidation of peace (MANUA and BINUSIL)
