Demographic clause of the treaty of Nice

The demographic clause is a clause of the Traité of Nice.

The new definition of the qualified majority still comprises another innovation. A paragraph is added to article 205 of treaty EC, specifying that, on request of a member of the Council, it will be checked at the time of a decision making in the majority qualified if this qualified majority accounts for at least 62% of the population of the Union. If that is not the case, the act in question will not be adopted. This provision is added to the other requirements for the adoption of an act (qualified majority of the voices and majority of the Member States). It will guarantee that the decisions taken to the Council will be representative for the majority of the population of the Union.
