The Delaware is a State of the east of the the United States, bordered in the west and the south by the Maryland, in north by the Pennsylvania, in the east by the New Jersey and the Atlantic Ocean.

History

  • Nom given to the Amerindians who lived on the banks of the Delaware river and the name of the river in return was named by Lord of Warr, the governor of the colony of Jamestown. The name of Delaware was allotted thereafter has almost all the people Lenape.
  • 1631 : establishment of the first Dutch colonists in the area with “Zwaanendael” (or “  Swaanendael  ”, today Lewes).
  • 1638 : the area is baptized “Nouvelle Sweden” by the Swedish colony of Fort Christina (today Wilmington).
  • 1682 : the property of Delaware (from which the name is drawn from the title of the governor of the colony of Virginia, the Baron of Warr, Thomas West) is granted to William PEN by the duke of York and fact integral part of the colony of Pennsylvania.
  • 1704 : the three counties of Delaware obtain a separate legislature.
  • 1710 : first executive council of the three counties forming Delaware.
  • 1763 -1767 : Final fixing of the borders of the three counties with the Maryland and Pennsylvania.
  • 1776 : Delaware is one of the thirteen colonies which revolt against the British supervision and takes official name State of Delaware .
  • 1792 : first Constitution of Delaware whose first governors are called “President of the State of Delaware”. Delaware is a Slave state.
  • 1813 : first black church of Delaware under the name of " Union Church off Africans".
  • 1861 : the voters of Delaware, Slave state, refuse the secession and remain in the Union.
  • 1865 : eight month after the end of the American Civil War, Delaware rejects the thirteenth amendment with the American Constitution and tries to keep the Esclavage.
  • 1897 : adoption of the fourth and current Constitution of Delaware.
  • 1901 : Delaware ratifies thirteenth the Amendement, 40 years after the proclamation of emancipation.

Geography

Of a surface of 5  328 km ², it is the second smaller State of the the United States. Delaware is populated of 830  364 inhabitants (2004).

The capital of Delaware is Dover and the most populated city Wilmington.

Delaware is located in a Plaine, the culminating point being with less 137  m of altitude. The north of the State is undulating, but in the south of New Castle, the ground is flat and sandy and sometimes marshy. A chain heights of approximately 20  m of altitude extends at the western border from the State and is the Eastern line of division of water of the river Delaware. The principal rivers are the Christina and the Brandywine. The coast of the Baie of Delaware is marécageuse  ; the Atlantic coast has many sand beaches, like some not very deep lagoons. The ports are Wilmington, New Castle and Lewes.

The greatest part of Delaware is in the Atlantic coastal plain and so the Climat is moderated by the effects of the ocean. One the southern third of the State has a subtropical Climat moderate, with hot and wet summers and soft winters. The central part is a transition towards north from the State, which has a continental Climat hot and receives sometimes snowfalls.

Policy

Delaware is a moderate State and centrist who rather leans towards the democratic S.

At the time of the presidential elections, Delaware did not vote any more for a republican candidate since 1988. In 2004, the voters of Delaware voted with 53,35  % for the democrat John Kerry against 45,75  % with the outgoing republican president George W. Bush, nevertheless re-elected at the national level.

In 2005, the governor of Delaware is the democrat Ruth Ann Minner posts since 2001 of it. Two of the five other elected stations of the executive are held by republicans.

The legislative body includes/understands a room of the representatives of 41 members, dominated by 23 republicans at the time of their 145e session in 2007-2008, and of a senate of 21 members, dominated by 13 democrats at this same parliamentary session.

At the federal level, in 2005, the two senators of the State to the Congrès of the United States are the democrats Joseph Biden and Thomas Carper whereas the deputy of the single district of Delaware to the Chambre of the Representatives of the United States is the former republican governor Michael Castle.

Economy

Delaware is especially known to be a Tax shelter abroad (cf 1). Indeed, with the proviso of having only activities Off-shore, i.e. out of the limits of the State (what is not a very heavy condition, even for the Americans, since Delaware is size of a French department), a company undergoes only one standard and tiny rate of duty (approximately 300 €). Also of many companies, including important multinationals, have their seat there.

The residents are taxed also little: the income tax has six sections, of 2,2  % with 5,95  %, it does not have there VAT nor of taxes on consumption. The tax on the turnover (and not on the benefit) varies 0,096  % with 1,92  %. Each county and each city raise its own real estate taxes and in order to finance the education system.
