Degraded mode

This expression indicates in language Militaire or of preparation of Crise, the situations where whole or part of an army, a company, a government, a group, of a hospital, even exceptionally a whole continent or the planet… must (or would have) function without their usual, human and material resources, within the framework for example of a war, a low register Attentat (Bioterrorisme), or of a major catastrophe (technological or natural), of type Nuclear accident, Earthquake, major Tsunami, or of a epidemic or serious Pandemia.

To react as well as possible and find a normal situation or as fast as possible “restored” , the vital actors are generally invited to prepare to function in “mode degraded” , for example and in particular within the framework of the Plans of continuity . To function in mode degraded , it is to try to provide the service considered to be essential, by missing complete or reliable or regular resources in energy (of which electric), in Transport, Télécommunication, etc

This concept is also associated with the idea to work while lacking personnel or of qualified personnel.

This requires a preparation, which comes under the field of the training of the Crisis management.
