Defense committee general

January 1st 1793, the deputy Kersaint submitted a report/ratio with the national Convention on the change of control of the British government, on all that had report/ratio with the Revolution, on its armaments and its preparations. He proposed various provisions, mainly maritime, in a decree project in 9 articles. Article 9 was the immediate decree object which stipulated:

“The Committees of war, finances and the colonies, of navy, diplomatic, of Constitution and trade will name each one three of their members, which will meet in a particular room, under the name of Defense committee general . This committee will occupy itself without interruption, with the ministers, of measurements which requires the nearest countryside and the state present of the businesses; and when it needs the word to bring back a business, the President will not be able to refuse it to him.” January 31st, its composition was widened by three members of the Committee of the petitions.

March 11th, Boyer-Fonfrède announced with Convention that “ the Defense committee general is almost entirely disorganized and that it is impossible for him to work usefully, either because several of its members are occupied in other committees, or because one for some time seeks to remove the confidence to him which it needs; consequently, it gave the responsability me to present his resignation to you. ” This resignation was not accepted.

March 18th, on proposal of Barère, Convention issued the creation of a Comité of public hello and on March 22nd charged the Defense committee general with presenting a project of organization of the Committee of public hello.

March 23rd, on proposal of Fabre d' Églantine, in the name of the Defense committee general , Convention issued:

Article 1st: The Defense committee general will be composed of twenty-five members; it will be charged to propose all the laws and the necessary measures for defense external and interior of République.
Article 2 the Committee will call with its meetings the ministers at least twice composing the provisional Executive council by semaine.
Article 3 the Executive council and each minister in particular will give to the Committee all the explanations which he will ask; they will return account to him, in about eight, of all their decrees généraux.
Article 4 the Committee will return account, every eight days, with Convention, of the state of the Republic and its operations which will be likely of publicité.
Article 5 the Committee will indicate each day two of its members to give to Convention the explanations which will be required of him on the state of République.
Article 6 the Committee will have the word extraordinarily all the times that it will be about a report/ratio stopped by Comité.
Article 7 the Committee will make print, as much as time will allow it, the decree projects which it will have to present to Convention.

March 26th, it was renewed under the name of Commission of public hello . Y were elected: Dubois-Crancé, Pétion, Danton, Gensonné, Sieyès, Guyton-Morveau, Maximilien Robespierre, Barbaroux, Rühl, Vergniaud, Fabre d' Églantine, Buzot, Delmas, Guadet, Condorcet, Bréard, Camus, Prior of the Marne, Camille Desmoulins, Barère, Jean Debry, Isnard, Lasource, Quinette and Cambacérès.

April 3rd, Isnard, in the name of the Defense committee general, submitted a report with Convention on the establishment of a Committee charged to deliberate in secrecy to the measures relating to the common hello. After a long debate, on April 6th, the eight articles of the project were adopted and Convention proceeded of following the appointment of the members of the Comité of public hello.
