Day of call of preparation with defense
The Journée of call of preparation with defense (JAPD) was instituted in 1998 in the place of the National service French then suspended by Jacques Chirac. It is about the last stage of the course of citizenship.
It is a kind of substitute to the National service, intended to ensure a certain number of the roles which were then reserved for him: citizenship, duty to remember, sensitizing of youth to the questions of Defense, statistics about “called”, reinforcement of the “bond armed nation” etc Since 2007, the European question is approached through the citizenship and of defense.
Public
The JAPD is obligatory only for the citizens of French nationality, residing in France or abroad.For the first time in its history, the girls are also subjected at this National service which was however regarded as “universal” in its preceding organization.
The JAPD is addressed to a minor public, which remains compatible with the Convention of the rights of the child of November 1989.
Certificate
At the conclusion of the day, an individual certificate of participation is given. Like the certificate of census, this obligatory certificate is necessary for the inscription with the examinations (baccalaureat) and contests subjected to the control of the public authority.In the same way the inscription in a public Université requires for the students of French nationality, according to the age: nothing the whole, the military certificate of census or the certificate of JAPD.
Adoption of the law
This last formula of National service which is the JAPD was been confined at the end of a difficult legislative process. Initially disturbed by the dissolution of the National Assembly (by Jacques Chirac), and the arrival of a majority PS. It resulted from it from many passionate debates, where its utility was often disputed.The name even of JAPD marks the fact that the National service only is not suspended and not removed or repealed. It can be restored constantly by the law since the conditions of the defense of the Nation require it or that the aims of the armies require it. The young people answering the call of preparation with defense preserve however the quality of called national service .
Unfolding
The JAPD is held over one day. It starts in the neighborhoods of 8:30 to be completed towards 17:00. The day begin with administrative formalities and tests from evaluation aiming at estimating the reading level of French for, if need be, making a request for assistance and course. Then three modules are proposed, of about fifty minutes each one. They aim to better rendering comprehensible the objectives of defense. Several speakers take turns to speak about the international agreements, of the European and international geopolitical situation.This day is an occasion to discover the various trades of the army (example: technician, soldier, canteen-keeper, pilot, marine, driver of tank, etc…), various military preparations, the military Reserve, the Initial Military Formation of Reserve (FMIR), etc
Since 2004, a practical module of first aid was integrated into this day. The training is given by members of the Red Cross. A certificate is delivered at the end of this module.
Certain military sites organize a visit of the installations.
