Cracmol

In the universe of Harry Potter, the term cracmol (in English Squib, a detonator) is employed to nominate a person belonging to a family of wizard, but stripped of any magic capacity. Cracmol is however not a Moldu. Cracmols can apparently see the Détraqueur S whereas Moldus are unable. Certains Cracmols wove particular bonds with the cats, which they often call Mr. or Mrs. It is possible that these cats are used as guides and help Cracmols to live in a world which is not appropriate to them completely. In a direction, these cats can be in the Magic World the equivalent of the blind dogs or other animals trained to help Moldus which have a handicap.

Mrs Figg and Argus Rusard is cracmols.
