The discharge of Crégy-the-Meaux, of a surface of approximately 14 hectares divided into three principal racks, functioned " officiellement" during the time 1981-1998.

Installed on an old gypsum quarry, it appeared very quickly like a high-risk installation because of the character very " fuyard" ground in place.

Some 1 million tons of waste domestic were stored there, under criticizable general terms.

In same time, a strong urban pressure was exerted on the environment very close to the discharge, in particular concretized by the construction of an allotment, the Field of Chaillouët, joined with it, and this, in spite of an unfavorable opinion of the administration.

Very quickly, of the strong harmful effects were noted, the evacuation of the populations threatened by the risks due to gases has being decided in June 1999. This risk is always present inside because of biogas propagation emitted by the discharge even of the closest dwellings.

This situation led to the catch of emergency measures, intended for the setting in safety of the threatened populations, primarily in the shape of the installation of a network of extraction collecting burning of the biogas, certainly efficient but of which it cannot be guaranteed that it functions to 100% of effectiveness.

Initially, mission is endeavoured to analyze features of safety device created and has be brought consequently (while recalling that best solutions would consist of the evacuation of the inhabitants of the most threatened houses), to formulate a certain number of additional recommendations, to increase " the safety coefficient générale" with respect to the populations.

Are concerned at the same time the extension risk of biogas in the dwellings and the risk of ignition and explosion of methane, one of gases constitutive of biogas, always to fear during several years. Technical methods to respect at the time of the post-exploitation, are proposed

Moreover, the risk dependant on the lixiviats, and a possible contamination of subterranean water was analyzed. The mission made recommendations.

Lastly, the mission studied the problem arising from the developmental perspectives in the environment close to the discharge. She proposes a provision of freezing of any project in the whole of the sector which is next to the most recent part of the discharge.

As regards the oldest sector, without recommending a rigorous application of the principle of the backup tape of the 200 meters from now on imposed on all new installation of this type, it invites nevertheless to greatest vigilance as for the evaluation of the residual risk possibly incurred in this sector and to the adaptation consequently of the projects, to which in any event, should be imposed a provision of security distance which could not be lower than 50 meters.

The Director of the Prevention of Pollution and the Risks transmitted on August 10th, 2001 the report/ratio to the prefect while asking him to implement the conclusions of them.
