Country of the Pyrenees

This article counts and describes the whole of the Pays , with the direction town and country planning, being in the zone of the Pyrenean massive :

the Law Pasqua of February 4th, 1995, Orientation for the Installation and the Development of Territory (LOADT), introduced into the law the concept of Country

on June 25th, 1999, it is the Loi Voynet of Orientation for the Installation and the Sustainable development of the Territory which takes over and starts again the dynamics of creation of the Pays while enabling them to subscribe a contract in order to find financings. The methods of organization of the Country, the role of the Country and their scale are specified. The procedure of development of the projects is then detailed: recognition of a perimeter of study, creation of a council of development, development of the Charter of Country, approval of the final perimeter then contractualisation.

Lastly, the Law Town planning and habitat (title V of the Law of July 2nd, 2003 Town planning and habitat) softens and simplifies the procedures enumerated by the Loi Voynet: the stage of the perimeter of study is removed as well as the legal obligation of structuring of the Pays (the Contrat of Country can from now on be directly signed by the common and EPCI composing the Pays). From this moment, there is birth of many projects of territory which will allow the creation of Pays.

The solid mass of the the Pyrenees gathers 14 countries which completely or are partially contained in the zone Massif. Three of them (Country of Foix High-Ariège, Country of the Couserans and Pays of the Valley of the Gaves) are completely contained in this zone. In 1999,913 400 inhabitants lived in these 14 country of which 469.400 in the zone Massif is approximately 1 inhabitant out of 2 whereas more than 80% of the surface of these Pays are in the zone Massif.

Each Pays gathers some nomre EPCI representing a considerable rate of Intercommunalité. In addition, of the charters in which the projects fit, of the contracts of country concluded with the State, the Area and the Department or of the outline programmes are founded in each country.

According to association Undertaken, Territories and Development (ETD), “ the contract of country is concluded pursuant to the territorial shutter from the plan contracts State-Area, between the country, the State, the Area (S) and the Department (S) concerned. Negotiated starting from an action plan presented by the country, into coherence with the strategic directions registered in the Charter, it represents the agreement of the signatories on the priority operations to implement on the Territoire. Its duration is fixed on that of the plan contracts State-Area 2000-2006. ”

A territory cannot thus be considered administratively as a Pays that if he is declared under the terms of a Contrat of Country respecting the terms of the Charte of Country.

In addition, the policy of the Pays consists in encouraging the implementation of projects in axes of development such as the Agriculture, the Environnement, the Aménagement, the Eau, the Forêt, the Réseaux, the Technologies information and of the communication, the transport or the Tourisme… etc Of the plane of financing are set up besides through the Contrats of Country.

The list which follows, counts the 14 Pays the French Pyrenees. It does not seem to exist of equivalent in Spain.

Country of the Valley of Agly

Located at the north of the Department of the Eastern Pyrenees, the Country of the Valley of Agly extends on 36 communes distributed on the cantons from Saint Paul de Fenouillet, Sournia, Latour-of-France, Rivesaltes, Saint Laurent of the Salt marsh. It comprises three communities of communes (Agly-Fenouillèdes, Rivesaltais-Agly, the Salt marsh-Mediterranean) and several independent communes.

Located at the Western end of the the French Pyrenees, the Pays Basque consists of 7 communities of communes (Amikuze, Bidache, Garazi-Baïgorri, Hasparren, Iholdi-Ostibarre, Nive-Adour and Soule) as well as 1 community of Agglomeration: Bayonne - Rebated joint - Biarritz (F.I.O.).

The perimeter of the country of comminges the Pyrenees extends on 7 communities from communes (3 Valleys, the canton of Aurignac, the Haut-Comminges, Nébouzan-River-Verdun, the canton of Saint-Happy, the Saint-Gaudinois and the canton of Saint-Martory), on 4 SIVOM (the canton of Bagnères-of-Luchon, the canton of Boulogne-on-Gesse, the canton of Isle-in-Dodon and the Région of Dirty-of-Salat the) and 113 common isolated.
