The district of Country of Ems , in German Landkreis Emsland , is a administrative division German, located in the Land of Lower Saxony.

Twinning

The district of Country of Ems is twinned with the district of Lidzbark Warmiński (Poland), since 2004.

The district includes/understands 60 communes, including 6 cities. 50 of the communes are gathered in 9 cantons ( Samtgemeinden ). The others 10 communes have proper municipal authorities ( Einheitsgemeinden ). (Population at June 30th, 2005)
