Country (town and country planning)
In France, a country can indicate a territory of project characterized by a cohesion geographical, economic, cultural or social, for the development of contracts of country within the meaning of, said the law Pasqua or LOADT (Law of Orientation for the Installation and the Development of the Territory). The cutting and the scale of the territories of project close and are sometimes inspired to the traditional countries or natural areas of France.
It is supplemented by article 25 of the law of June 25th, 1999, Loi of Orientation of the Durable Installation of the Territory known as Loi Voynet - (Decree on enforcement of a law n° 2000-909 of September 19th, 2000 published with the Official journal on September 20th, 2000).
The Loi Voynet makes country a true territory of project, founded on a local will. The purpose of it is also to found a solidarity between rural areas and urban spaces.
The project of country aims at extending the scope and co-operations on homogeneous territories of development and populations larger than many the Intercommunalité S (Urban community, Communauté of agglomeration, Communauté of communes) considered to be often too small (nearly 30% have less than 10.000 inhabitants or gather less than 10 communes) and still not recovering all the common Frenchwomen (nearly 10% of the communes are still out of any intercommunality in 2006) and comprising many enclaves and discontinuities.
Previously experimental then noted by the prefectures, the countries have since law SRU (Solidarity and Urban renewal) of December 2000 vocation to being recognized by the State. The current countries have until May 7th, 2006 to sign with the State.
The Conseil of development brings together the elected officials and the economic actors, social, cultural or associative within a body of reflection on the development policy of the territory to be carried out (but it does not make any official decision); it gives opinions, proposals and accompanies the projects. The council of development also relates to the communities of agglomeration.
The Charte of Country makes it possible to fix the stakes and the objectives of the country. But few structures are recognized like country Voynet , i.e. at the national level, because the criteria of recognition are sometimes far from what are much of country. On the other hand, much of country are recognized by the Regional Commission of installation and development of the Territory.
Lastly, a Contrat of Country can be signed between the country, the agglomeration, the department, the area, or the State when the stakes are well identified.
