The January 4th 1850, the constitutional committee of California recommended the creation of 18 counties: those of Benicia, Ridges, Fremont, Los Angeles, Mariposa, Monterey, Mount Diablo, Oro, Redding, Sacramento, San Diego, San Francisco, San Joaquin, San Jose, Obispo San Luis, Santa Barbara, Sonoma and Sutter. April 22nd, the counties of Branciforte, Calaveras, Coloma, Colusi, Sailor, Mendocino, Napa, Trinity and Yuba were added. Benicia was famous in Solano, Coloma in El Dorado, Fremont in Yola, MT. Diablo Countered of them Costa, San Jose in Santa Clara, Oro in Tuolumne and Redding in Shasta. One of the first legislative actions of the State about the counties was to re-elect the county of Branciforte in Santa Cruz, Colusi in Colusa and Yola in Yolo.

Other counties were created thereafter and some changed names. To be established last is the Comté of Imperial in 1907.

In addition, two counties do not exist any more:

  • the County of Klamath, created in 1851 starting from the northern half of the county of Trinity County, was divided into 1874 between the counties of Humboldt and Siskiyou. Part of its territory went to that of Del Norte in 1857.
  • the Comté of Pautah was created in 1852 starting from a territory which was to be yielded by the Congrès of the United States in the State of California in what is nowadays the Nevada. The transfer never occurred and California abolished this county which forever really existed in 1859.
