Counter of Discount of Rouen

The Comptoir of Discount of Rouen was founded in 1848 per Michel Theodore Picardy the, manufacturing one, spinner, born with Rouen on March 29th, 1789, deceased downtown same on November 22nd, 1856. His/her father, Jacques Guillaume the Picardy one (1736-1790), trader and judge consul, resulting from a family established in Rouen since XVIe century, had married in Rouen, in the parish Saint-Candé the Young person, on December 22nd, 1778 Catherine Marie Bordier (1760-1808), girl of a lawyer of the king to the Parlement of Normandy.

Called the " a long time; Counter Picard" , of the name of its founder, the National Counter of Discount of the town of Rouen - as names it the ministerial decree of February 20th, 1851, extending for three years that of April 2nd, 1848 which had initially authorized it to exert the trade of the Banque -, " its prosperity ensured on a prudence which one would nowadays find excessive as regards crédit" , lending only in the short run and prohibiting " all purchases of public funds or industrial values on behalf of the company… any speculation in goods and any participation in all establishments, trades and industry quelconque". But " this discretion and this reputation in Rouennais and the inspectors of the Banque de France which ahead the " good and wise maison" of which directors… all the guarantees souhaitables".

" With Rouen - wrote in 1927 André Maurois in his Discours of an old man rouennais -, to change is a great crime. When the marshal Lyautey came last year, the municipality accepted it at the station with an old pram with the disjoined doors, on the seat of which was an old man coachman, sitting beside an old usher, both vêtus of old uniforms, and Rouennais massed on the passage with satisfaction noted that the marshal was received in 1926, as the emperor had been it in 1860, like the king in 1845, as the president (if there still exists) will be received in 1960, finally that Rouen had not changed, in spite of the great madness of the people of the ground… ". In fact, throughout second half of the XIXe century, the Counter of Discount of Rouen was presented in the form of a " first house of banque" city, " profiting from customers faithful and established well energy of the textile manufacturers with the cotton commission agents, while passing through the traders of the port". Until its absorption by the Industrial and Commercial Credit, in 1935, it was directed besides only by of Rouennais of which initially Theodore Picardy itself, Henri Dumont (1830-1888) or Joseph Albert , baron de Rothiacob (1850-1931), grandson of Theodore the Picardy one.
