Born with $the Hague, it passed all its career to the Université of Leyde except during a short period (1954 - 1956) as research assistant to the Observatoire Yerkes. It obtained its diploma of secondary studies in 1940, but the Second world war stopped its studies and it obtained its Ph.D. only in 1952.

He married his comrade astronomer Ingrid Groeneveld (who became Ingrid van Houten-Groeneveld) and together they were interested in the Astéroïde S. They had a son, Karel.

Within a trio made up of Tom Gehrels and Ingrid, he was the extremely prolific discoverer several thousands of Astéroïde S. Gehrels made a sweeping of the sky using the telescope of Schmidt of 48 inches (1,22 m) of the Observatoire of the Mount Palomar and dispatched the plates in van Houten with the Observatoire of Leyde, which analyzed them to find new asteroids. The trio is credited jointly with several thousands of discoveries.

From the statistical properties highlighted it became clear that the asteroids could be classified in some " familles".

He also studied the radial speeds of binary stars tight. He did not take his retirement, but remained active and published articles until his death, on the asteroids and the binary stars with eclipses.

The asteroid (1673) van Houten was named in its honor.
