The obligatory recording of the handguns is in force since 1934, the control of the firearms to the Canada evolved/moved in the direction of hardening in parallel with the urbanization of the company and events like the Tuerie of the Polytechnic school of Montreal in 1989.The register was voted in 1995 but the populations rural, mainly concerned, practiced the passive resistance in spite of the threat of sanction financial and penal, which could not be surmounted by the federal administration without the support of its counterpart provincial except in Quebec.
The costs exploded to exceed the billion dollar. Vis-a-vis this total fiasco the government decides into 2006 to abolish this register and to return to the preceding regulation (of 1934).
In the United States
The first federate State to adopt a law of control was the State of New York in 1911. The law Sullivan founded authorizations of purchase and licenses of detention and port for the handguns. Its effectiveness was however limited by traffics coming from other States. The partisans of the contôle thus turned to the Federal state, but the American Constitution leaves little margin to this last; the laws adopted in 1934, 1938, 1968 and 1994 are based on its faculty to control the trade inter-States and on its capacity of taxation.In 1994, the law Brady was voted to limit the detention of firearms by former criminals and imposes a control of the psychiatric and legal antecedents at the time of the purchase of a new weapon.
Association Handgun Control militates in favor of the control of the firearms in the country. Directed by Sarah Brady, association is based with Washington D.C; she was founded in 1974 and gathers more: 400000 members in the United States. Today, the sale of firearms is framed: the purchaser must be made record and raise his digital fingerprints like paying a license. The police force has the capacity to supervise the residence of a person suspected of holding and of using a firearm. The law of prevention of the use of the firearms by the children (in English Children' S Gun Violence Prevention Act ) was already proposed several times at the vote of the Congress. The control of the firearms meets nevertheless many resistances to the the United States: the lobby of the National Riffle Association (NRA) influence policies. The right to carry a weapon is a constitutional right clarified in the Second Amendment of the Constitution. Approximately 200 million firearms is held by American private individuals.
In Finland
Any person of more than 15 years can be authorized to hold a firearm under condition of holding a hunting permit or of belonging to a club of shooting..
