History

This still experimental device in 2007 falls under the continuity of the installation of the control-sanction automated speeds which finds its bases in the law of June 12th, 2003 reinforcing the fight against road violence. A stake: urban environment

In 2004 two accidents out of three (57 825 personal injuries) took place in urban environment, causing nearly a quarter to killed (1 451 killed). In Paris 353 crossings of red lights took place this same year, causing 428 victims of which a death and 42 seriously injureds.

The Highway code lays out that, vis-a-vis an indication of red light, any road user, motorized or not, must mark a stop imperatively.

The position of the stop is determined by the law which specifies that it must be done by respecting the limit of a line perpendicular to the axis of the lane. When this line of stop is not materialized on the roadway, it is located plumb with the traffic light or crossing for pedestrians when there is one.

2005 - 2007: Experiments

Since 2005, several experiments take place in Paris, Vésinet, in Toulouse, in Nancy and Metz to develop the systems which will equip soon the crossroads more the accidentogenes.

In Paris, on the appendix of the police headquarter 14 quai de Gesvres (4th arr.), a test life size is carried out on the initiative of the ministry for Transport within the framework of the project of automated control sanction. The apparatus, provided by the Fareco company is manufactured by Gatsometer.

In Vésinet, the system installed functions thanks to sensors whereas in Toulouse the system rests on the video analysis.

In Nancy, the system is semi-automatic and functions with sensors and infra-red flash. The first convention of experimentation between the State and the Urban community of Large Nancy was approved on November 5th, 2004. The phase of standardization and homologation of the materials longer than being envisaged thus that the phases of expertises on the various systems in place, an endorsement dated June 23rd, 2006 prolongs this experimentation until April 18th, 2007.

The process

The material

A device of control-sanction for crossings of red lights is consisted the whole of the devices intended for the detection of the vehicles (loops in the roadway or sensors specific), with the photographs of the zone of detection, the vehicle and its number plate, with incrustation of one or more chain (S) of data alpha-numeric (S) and with filing of the stereotypes and the data which accompany them. It also includes the possible hardware auxiliary attachments and software which ensure the coordination of these functionalities, such as the device controlling the decision of illicit state of presence of a vehicle in the zone of detection, the release of the catch of corresponding sight, as well as the possible hardware peripheral devices and software which could be necessary to satisfy the requirements of the schedule of conditions, such as a device of lighting. For the same current of circulation, one or more ways can be controlled.

Process control language

The process control language of terminals CSA-FR (Control-Sanction-Automated violation of Red lights) is the LCR: Road Language Process control.

Obtaining the state of fires

The state of fires, i.e. the color which fires posts, is obtained by interpretation of the output signals of the controller of crossroads or the state of light signals, without dialog with the controller and deteriorating the photometric, colorimetric and electric characteristics of the light signals. The controller of signal-controlled junction thus remains independent of the control system sanction automated of crossings of red lights.

Infringments

The fact for any driver, to contravene prohibition to pass imposed by a red light is punished of a fine of 750 euros, of a sorrow complementary to driving ban for one three years duration at the maximum. This infringment of fourth class gives full place to the reduction of four points of the driving license.

The forfaitisation of the whole of the infringments of 4th class of the highway code had as a consequence which the procedure of the contractual fine from now on is extended to the non-observance of the stop to fixed red light or indicator or of the panel “stop”, and in the event of going beyond the authorized maximum speed ranging between 40 and 49 km/h.
