Constructible ground

A constructible ground (or ground to build ) is a ground likely to be built, i.e. to support new buildings.

That implies that the ground:

  • is physically ready to support a construction, in particular with regard to the capacity of the basement to support the weight and the loads of construction considered.
  • is developed, i.e. connected (or connectable) with one or of the sufficient roadway systems to support the automobile traffic induced by construction considered, and with the essential networks (drinking water, electricity, telephone, possibly Assainissement and gas).
  • is juridically authorized with being built by the construction considered in particular by the Document of town planning applicable to this ground, taking into account also the public constraints of utility as of the constraints to the profit of other grounds which can reduce or remove the constructibility of a ground.

In France

Each ground is defined in a particular zone (" U" for Urban and " N" for natural). Old POS (Plane of occupation of the grounds) or new the RAINED (Local plan of town planning), as well as the communal Carte determines on the constructibilities of the grounds.

Ground to build , yes, but not anything!

According to the nature of the zone, constraints can be observed concerning:

  • minimal Size of the ground

  • Size access for obligatory fireman
  • Connections to the public networks (or not)
  • the type of buildings likely to be authorized (house, hotel, warehouse, etc)

Moreover, the zone will give us the Percentage occupied time of the grounds (COS), useful to determine the maximum size of the realizable frame.

That is added with other aspects specific to the future buildings (like the type of materials, cuts maximum windows, heights, etc)

Nevertheless, certain rules apply to the whole of the French territory:

  • an undeveloped site in zone NR or ND is normally inconstructible.

  • an undeveloped site in zone has or NC (zone with agricultural vocation) perhaps built that within the framework of a farm. It thus does not act of apartment buildings (except éventellement for the housing of the farmer) !

The concept of ground to be built implies important consequences as regards calculation of the Real estate tax or right of the Expropriation
