Congress of the local and regional authorities

The Congrès of the Council of Europe is one of the institutions of the the Council of Europe. Its plenary sessions take place in the palate of Europe with Strasbourg, where the secretariat is located.

History

Origins of the congress proviennet of the conference of the local authorities of Europe, which was installed like advisory body in the Council of Europe in 1957.

Role

The Congress is the representative authority of the local and regional authorities within the Council of Europe. It is composed of a Room of the local authorities and a Room of the areas. Its 315 regular members and 315 substitutes, who represent more than 200.000 European communities, gather by national delegation and political group. The Congress is at the origin of several European conventions, of which the European Charter of local autonomy.

He is the spokesperson of the cities and the areas within the Council of Europe.

He examines the situation of the local democracy in the 46 Member States by the drafting of reports/ratios of follow-up.

He promotes the interregional and transborder co-operation in particular by the introduction of Euro-areas of a new kind, associating Member States and non-member of the European Union.

He organizes missions of observation of the local elections and regional.

He advises the Committee of the Ministers and the parliamentary Parliament of the Council of Europe on all the aspects of the local and regional policy in Europe.

The European Charte on the participation of the young people in the local and regional life is for example a realization of the congress.
