Congress of Grenoble (CFDT)

The CFDT held its 46ème congress from June 12th to 16th 2006 with Grenoble. It brought together 1868 delegates resulting from the trade unions, federations and regional unions.

The Congress

At the time of this congress Francois Chereque, only candidate has his succession was re-elected with 91,69% of the voices. He engaged has to improve listening of the members.

Julie Coudry, the president of the Confédération coed (organization coed associated with CFDT) there made a statement insisting on the proximity of the step of CFDT and the C while speaking about a “trade unionism which we share”.

CFDT approached the support which it brought to the reform retirements of 2003 and the hemorrhage of 10% of its members in 3 years which was followed from there. For the individual departures, it is necessary to add the dissolution of trade unions or the departure of their executive teams with part of their members towards other trade unions (CGT, CUS, FSU, UNSA…).

It decided not to slice on the reform of the retirements envisaged in 2008. The standpoint of CFDT on this reform, in spite of the departure of much of divergent trade unionists, is still source of in-house tension, Francois Chereque was made whistle by part of the room at the time of the congress.

The confederation at the time of this congress gave an opinion in favor of the public service delegations, thus entering in clear opposition on this point with other trade-union organizations. The organization as stated to seek means of action less penalizing as the Grève.

CFDT, thanks to the movement against the Contrat first engages which it joined, car in spite of the important departures a correct assessment of these 4 years.

The Congress consolidated the position of its general secretary, installed by Nicole Notat, which defended for the first time its assessment. It reinforced its close team with the confederal secretariat, while allowing the return to the national office of critical federations like the FGTE (transport) or SGEN (education).

Directed against the CGT since the departures organized towards this one, as the intervention to it to a person in charge of the federation of the banks to the congress “attempt of holdup testifies fomented with complicity of the confederal direction of CGT in the name of a fallacious trade-union recombining”, following the rider alone on the retirements.

For the chechor of the ANGERS Jean-Marie Pernot “the paradox, it is that it diffuses near her militants a culture of the compromise which is worth only for the employers and the government but to in no case with respect to the other trade unions, on whom it carries a glance being unaware of and caricatural. ”. According to Jean-Claude Ducatte (" expert social" cabinet Epsy) “It Francois Chereque does not remain about it less than it approaches this congress in a situation of weakness” and concludes on the assessment from the four last years: “The heritage of Nicole Notat was not betrayed. But if you withdraw in CFDT the victory in the crisis of the CPE, there does not remain large-thing in term of pure produced negotiation. There is of course the reform of the retirements with the result which one knows (...), but beyond? (...) The ambition of CFDT to become an autonomous pole of reference proves to be a failure. The crucial question which arises for it is knowledge how to be at the same time a laboratory of ideas and to position in a unit of union action which showed its relevance - without losing its heart? ”
