Congal Cennmagar was the son of Fergus Fanat (death in 654) itself wire junior by laughed Ard Érenn Domnall mac Áedo resulting from Cenél Conaill of the Uí Neill of North Its nickname is related to its geographical source: Cenn Magair.
It recovered the title of Ard laughed Érenn in 705 after the war which had resulted in the death of his/her first cousin Loingsech mac Oengusso and of three of its sons.
During its short reign which marks the decline of Cenél Conaill and which records the beginning of the activity of Fergal mac Máele Dúin of Cenél nÉogain, the annalists raise only one forwarding against the Leinster and its sudden death during a crisis (?).
Of an unknown wife Congal Cennmagar left a girl who married her successor Fergal mac Máele Dúin and who was the mother of Áed Allán.
