Conflict Common Prevention one Elections
Initially (1998 - 2003), COPCEL is the acronym of “ Conflict Prevention one Common Elections ”, literally “ Prévention of the conflicts in the communal elections ”. The term evolved since then /moved (one also speaks about “COPCEL II” to underline current acceptance) and means “Conflict Prevention one Cambodgian Elections”, literally “ Prévention of the conflicts in the elections Cambodgiennes ”.
It is about a procedure installation at the Kampuchea by the Cambodian Development Resource Institute (CDRI), aiming at putting in presence the whole of the actors of a political debate for purposes to make public all the “asperities” of the files, like with an action of mediation in the definition of the executives of the electoral stakes.
The COPCEL were created on the initiative of the politician Ok Serei Sopheak. It is for the time being about one of the most daring examples of Participative democracy instituted in a developing country.
