The Conférence of Teheran which was held November 28th at February 1st 1943 was the first meeting between Churchill, Roosevelt and Stalin. Two important military decisions were made there: the organization of an unloading in Normandy on June 6th, 1944 and the rejection by Stalin and Roosevelt of the British project of offensive by the Mediterranean and Balkans.

On the political plan, Stalin accepted the principle of the creation of an international organization, proposed by Roosevelt. The Three Large ones also got along on the principle of a dismemberment of Germany, on the annexation of Königsberg by the Soviet Union and on the displacement of the Poland towards the west. Concerning Poland, one did not fix the new borders precisely, because the British wished to spare the Polish government of London and Roosevelt did not want to run up against the Americans of Polish origin. One considered however that the Eastern border could be defined by the Ligne Curzon, which had already been used as a basis for the Pacte Molotov-Ribbentrop of 1939, and the Western border by the course of two rivers, Oder and Neisse (line Oder-Neisse). It was not specified, however, if it were of Neisse Western (which takes its source in Bohemia and is thrown in Oder close to Nysa) or about Neisse Eastern (which takes its source in Silesia and is thrown in Oder close to Gubin), which was to give later matter to discussion. Stalin also exposed his claims in Asia (southern of Sakhaline, Kouriles islands).
