Conference of Moscow

The conference of Moscow was held of the 10 with the April 25th 1947, bringing together the Foreign Ministers American (Marshall), English (Ernest Bevin), French (Georges Bidault) and Soviet (Molotov) about an agreement on the Germany.

The German problem

The goal of this conference was, for the four winners of Germany, to find a compromise on the institutional future of Germany and the shape of a future German government. But, the discussions will lead to a dead end.

The question of the Saar

In addition, the the United States and the Great Britain accept the principle of the economic union of the the Saar to the France and of its political detachment of Germany. The Soviet Union decides against the French project. Nevertheless, a international Autorité of the Ruhr will be created after the conference.

Consequences of the failure

The conference showed a worrying failure. It marks the end of the co-operation between the winners of the Second world war and seems to announce the first steps with the installation of the Cold war in Europe.
