Conference of Bonn
The Conference of Bonn (Germany), was held in July 2001 in order to proceed to the implementation of the Protocole of Kyoto aiming at reducing by 5% on average the emissions of Gaz to greenhouse effect of the industrialized Pays. The Conference of Bonn acted as decree on enforcement of a law of the agreements of Kyoto of 1997.
Several concrete measures were approved:
- procedures and rules of counting of the gas emissions.
- Organization of the system of exchanges of gas emission between North and the South (an industrialized country is thus authorized to withdraw the quantity of gas that it helps to reduce in another country of its total account),
- Création of funds of adaptation allowing the emergent countries to deal with the climate changes having to be equipped with 450 million euros,
- Installation of a control committee of the respect of engagements. If a country would not respect its engagements, it would then be excluded from the system of exchange between the countries.
This Conference constitutes the first step as regards realization of a constraining international environmental matter regulation.
