Communal plan of safeguard

The communal plane of safeguard (GCV) is a French emergency plan. It implies the census of the risks on the commune (in particular within the framework of the departmental file on the main risks established by the prefect of the department) and of the means available, organization to ensure alarm, information, protection and the support of the population taking into consideration these risk (and in particular the mobilization of the communal engineering services), organization of exercises, possibility of an inter-commune plan.

The recent events of these last years force the elected officials to consider with eagerness the obligations which theirs are recalled recently by the government. The capacities and obligations of a mayor were recently reaffirmed by the law of August 13rd, 2004 relating to the modernization of the civil security: The decree on enforcement of a law 2005-1156 of the September 13rd 2005 (appeared with the OJ of the 14-09-05) makes compulsory within two year as from this date, the installation of a communal plan of safeguard (GCV) in the communes equipped either with a Prevention plan of the natural risks (PR), or of a Plan private individual of intervention (pi).

The implementation of the communal plan of safeguard and an crisis cell answering the new legal requirements such as:

the census of the “known risks” and the “means available”
determination of “immediate measurements of safeguard and protection of the people”
the fixing of “the organization necessary to the diffusion of the alarm and the security instructions”
methods of “implementation of the accompanying measures, of support and information of the population”.

The implementation of this plan comprises inter alia:

alarm and the mobilization the members of the communal headquarters,
locates it event on the commune,
the determination of the zone of danger and its safety zone; this can depend on the force and the direction on the wind;
the installation so necessary of routes of deviation,
formless population by all the possible means of communication: automat of phone calls, fax, loudspeakers, luminous panels, embarked loudspeakers,
selection of sites of reception or lodging according to their geographical location compared to the disaster, as well as the implementation of logistics,
behavior of an event-driven handrail,
the requisition of officially agreed establishments of the commune;
the organization of the return to the normal and the edition of account-returned events.

The events in quesiton can be:

of the climatic events: heat wave, storms, snow/glaze, strong precipitations, storm, avalanches;
atmospheric pollution, river, of the drinking water network…
accidents of great width, for example at the time of a demonstration, a gathering.
