Committee of the prevention and the precaution

The Committee of the Prevention and the Precaution (or CP ) is one of the advisory authorities which contribute (since September 5th, 1996) to the democratic process in France. He answers the questions of the Government, but can also car-seize of a question concerned with his field of competence. He delivers his opinions public, in particular via Press conferences and his Internet site.
Mission
Upstream of the creation of laws and control, after data analysis of national and international research, and while being based on the scientific knowledge and techniques of the moment, it recommends to the minister in charge Environment new actions, with objective triple; “* to contribute to better basing the policies of the Ministry in charge of the environment on the principles of prevention and precaution;- to exert a function of day before, alarm and expertise for the health issues related to the disturbances of the environment;
- to establish the link enters, on the one hand, the research actions and the scientific knowledge and, on the other hand, the lawful action.
Legal nature
It was instituted by a ministerial decree of July 30th 1996. Its operation is tallied by a Rules of procedure validated by its members, under the authority of a president (in 2007 it is Professor Alain Grimfeld). This committee does not have any decision-making power.
Operation
The president animates the committee which functions in work groups with a score of scientific personalities “recognized for their competence in the fields of the environment and of health” which compose the committee, in a spirit of multidisciplinarity.Le President and all the members are named by the Minister for Ecology and Sustainable development (MEDAD).
Means
The committee has of a gate Internet, and a secretariat, lodged by its ministry in charge. Its scientific secretariat is ensured by the Management of the Economic studies and the Environmental Evaluation of the MEDAD.
Covered subjects
The committee for example delivered opinions on the risks induced by the incinerators, the microphone or Nanoparticule S, the Radon, the Dioxine S, the Nitrate S, the Pollution of the grounds (in particular by the Pesticide S and Phytosanitaire S or their Métabolite S and product breakdown), GMO, the ethers of glycol, the Northern factory Metaleurop, the disturbing endocriniens.
It also delivered an opinion and recommendations on the expertise to mobilize in the event of industrial accident to improve the analysis of the risks and dangers, on the orientations of the National plan Health Environment (PNSE), on the research program in Environment and Health that the French Agence of Public health of the Environment and Work carries.
It delivered an opinion (also published by the Journal off Risk Research in January 2006) on the Precaution principle, at the time of the backing with the French Constitution of the Charte of the environment, stressing that the precaution principle was before a whole “principle of action and a decisive tool for a good management of the ecological and medical risks” . In the fields “health-environment” and “health-work” (Initiative), it recommended:
- “to direct research according to needs more various and vaster than those expressed by the only companies ;
- to better articulate research and needs for the company ;
- to encourage interdisciplinary research (with a decompartmentalization of the disciplines and a major evolution of the structures and administration of research) ;
- to perennialize the public effort of research (in particular in the fields health-environment and health-work). ”
